簡要規(guī)則描述：建港村已入選第七批鄉(xiāng)村振興示范村名單，為配合示范村創(chuàng)建，完善產(chǎn)業(yè)區(qū)域公用設(shè)施配套，擬于產(chǎn)業(yè)園內(nèi)北側(cè)正門入口處新建林下停車空間、配合園內(nèi)建筑完善雨污水管網(wǎng)及配套泵站建設(shè)等。
Brief Specification Description:Jiangang Village has been selected for the seventh batch of rural revitalization demonstration villages. To support the creation of a demonstration village and improve public facilities in the industrial area, it is planned to build a new shaded parking area at the main entrance on the north side of the industrial park, and to upgrade the rainwater and sewage pipeline network as well as the supporting pump station within the park.

(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：促進(jìn)中小企業(yè)發(fā)展、促進(jìn)殘疾人就業(yè)。根據(jù)《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》(財庫[****]**號)規(guī)定執(zhí)行。

(c)本項目的特定資格要求：（1）須具有依法注冊的獨(dú)立法人、獨(dú)立承擔(dān)民事責(zé)任能力的自然人或其他組織。
（2）具有市政公用工程施工總承包資質(zhì)三級及其以上資質(zhì)。
（3）安全生產(chǎn)許可證（有效期內(nèi)）。
（4）投標(biāo)人擬派項目經(jīng)理的市政公用工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項目的項目經(jīng)理。
（5）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為本項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項目的采購活動。
（6）沒有因發(fā)生生產(chǎn)安全事故被浦東新區(qū)建設(shè)行政管理部門暫停承接業(yè)務(wù)且在限制期內(nèi)的。
（7）本項目專門面向中小企業(yè)采購。
(c)Specific qualification requirements for this program:(1) Must be a legally registered independent legal entity, a natural person, or other organization capable of independently assuming civil liability. (2) Must hold a Grade III or above general contracting qualification for municipal public works construction. (3) Must have a valid Work Safety License. (4) The project manager proposed by the bidder must have a municipal public works specialty Level II (or above) registered constructor qualification, possess a valid safety production assessment certificate, and must not be serving as the project manager for any other ongoing construction projects. (5) Suppliers whose legal representatives are the same person or have direct holding or management relationships with each other are not allowed to participate in government procurement activities under the same contract; suppliers providing overall design, standard preparation, project management, supervision, testing, and other services for this project are not allowed to participate in the p
