簡要規(guī)格描述或項目基本概況介紹、用途：為推動低空政務綜合監(jiān)管數(shù)字化實戰(zhàn)應用，本項目擬通過公開招標的方式，選取一家合格的供應商，提供綜合執(zhí)法無人機智能監(jiān)管工作輔助服務。主要服務內(nèi)容包括利用無人機對浦東新區(qū)區(qū)域進行定點或區(qū)域常態(tài)化數(shù)據(jù)采集、督查巡檢和機動飛行，實現(xiàn)低空政務無人機高空巡查輔助、智能預警等。（具體詳見第三章采購需求書）
Brief specification description or basic overview of the project: The main service content includes using drones to conduct fixed-point or regional normalized data collection, supervision and inspection, and mobile flight in Pudong New Area, realizing low altitude government unmanned aerial vehicle high-altitude patrol assistance, intelligent early warning, etc. (Please refer to Chapter 3 Procurement Requirements for details)
合同履約期限：本項目預算服務期限為1年，日期為****年1月1日至****年**月**日。（本次采購工作完成前由臨時服務單位繼續(xù)履行服務，如本次中標人非臨時服務單位，在此期間所產(chǎn)生的服務費，待項目采購完成后由中標人按中標價折算支付給臨時服務單位相應的服務費用。）
The Contract Period:The budgeted service period for this project is one year, from January 1, ****, to December **, ****. (Before the completion of this procurement, the temporary service unit will continue to provide services. If the winning bidder is not the temporary service unit, the service fees incurred during this period will be converted and paid by the winning bidder to the temporary service unit at the bid-winning price upon completion of the project procurement.)

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve shares, increase the proportion of SMEs in government procurement, and support SMEs: This project is specifically open to SMEs for procurement, and SMEs will not receive price discounts during the evaluation process. (2) Welfare-oriented units for persons with disabilities, which are treated as small and micro enterprises.
(c)本項目的特定資格要求：（3）須具有民用航空管理部門頒發(fā)的有效的《民用無人駕駛航空器運營合格證》；
（4）本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(3) Must have a valid Civil Unmanned Aerial Vehicle Operation Certificate issued by the civil aviation management department; (4) This project does not allow subcontracting.
