(b)Qualification requirements to be met to implement government procurement policies:1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" on the national published energy-saving list.2) Policy to encourage energy conservation: In the event of equal conditions in terms of technical and service indicators, priority should be given to the procurement of products included in the national published energy-saving list.
3) Policy to encourage environmental protection: In the event of equal conditions in terms of performance, technical and service indicators, priority should be given to the of products included in the national published environmental protection product list.
4) This project does not accept imported products.

(c)本項目的特定資格要求：3、符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
4、本項目面向中小企業(yè)（含中型、小型、微型企業(yè)，下同）采購。

(c)Specific qualification requirements for this program:3.
