簡要規(guī)則描述：航頭鎮(zhèn)目前有**個居委會，管轄各類小區(qū)近**個，公建配套用房面積3萬多平方米。部分小區(qū)的公建配套用房及配套設(shè)施因年代久遠(yuǎn)或建造施工工藝等問題，房屋出現(xiàn)老化、墻體開裂破損、屋頂及衛(wèi)生間漏水等情況；下沙社區(qū)中心1、3、4、5、6號樓因窗臺內(nèi)墻多處滲水起殼、屋頂漏水、樓頂裝飾玻璃開裂、部分外墻起包等；鶴沙航城社區(qū)用房電梯井、陽光房及部分用房內(nèi)墻滲水等。為確保各小區(qū)日常平穩(wěn)運(yùn)作，滿足各社區(qū)公建配套及辦公場所等正常運(yùn)行，擬對社區(qū)公建配套用房進(jìn)行維修。
Brief Specification Description:Huangtou Town currently has ** neighborhood committees, overseeing nearly ** residential communities with a total public building area of over **,**0 square meters. Due to aging or construction craftsmanship issues, some communities experience problems such as building deterioration, wall cracks, roof and bathroom leaks; in the Lower Shasha Community Center, buildings 1, 3, 4, 5, and 6 suffer from multiple window sills and interior wall water seepage, roof leaks, cracked decorative glass on the rooftop, and bulging sections of exterior walls; in the Heshahaicheng Community, there are issues like water seepage in elevator shafts, sunrooms, and interior walls of some facilities. To ensure the stable daily operation of all communities and the proper functioning of public facilities and offices, it is proposed to carry out maintenance on the community public building facilities.

(c)本項(xiàng)目的特定資格要求：3、本次采購需要網(wǎng)上響應(yīng)，供應(yīng)商必須獲得上海市電子簽名認(rèn)證證書（CA認(rèn)證證書），根據(jù)《上海市政府采購供應(yīng)商登記及誠信管理（暫行）辦法》，為已在上海市政府采購網(wǎng)登記入庫的供應(yīng)商；4、須系我國境內(nèi)依法設(shè)立的法人組織；5、具有建筑工程施工總承包三級及其以上資質(zhì)；6、具有建設(shè)部門頒發(fā)的《安全生產(chǎn)許可證》(有效期內(nèi)）；7、擬派的項(xiàng)目經(jīng)理須具有建筑工程注冊建造師二級及其以上資格及有效的安全考核證書；8、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動；9、本項(xiàng)目不接受聯(lián)合體響應(yīng)。

The proposed project manager must have a second level or higher qualification as a registered construction engineer and a valid safety assessment certificate; 8. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for this project shall not participate in the procurement activities of this project; 9.
