簡要規(guī)則描述：按照“有資源、有效率、有經(jīng)驗”的三個標準，擬通過委托管理的模式將臨港新片區(qū)行政服務(wù)中心（藍灣分中心）運營管理服務(wù)，通過競爭性磋商方式，擇優(yōu)選擇一家供應(yīng)商承擔(dān)臨港新片區(qū)行政服務(wù)中心（藍灣分中心）日常服務(wù)供給職能，提升臨港新片區(qū)行政服務(wù)中心（藍灣分中心）的服務(wù)質(zhì)量和服務(wù)水平。
Brief Specification Description:Based on the three criteria of "having resources, efficiency, and experience," the administration intends to select a preferred supplier through competitive consultation to undertake the daily service provision functions of the Lingang New Area Administrative Service Center (Blue Bay Sub-center) via a delegated management model. This initiative aims to enhance the service quality and standards of the Lingang New Area Administrative Service Center (Blue Bay Sub-center).

(c)本項目的特定資格要求：（1）具有獨立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
（2）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
（3）符合《關(guān)于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
