項(xiàng)目概況：東非原油外輸管道工程是管道局中標(biāo)的特大型國際項(xiàng)目，管道線路起點(diǎn)位于烏干達(dá)的Kabaale，終點(diǎn)位于坦桑尼亞的Tanga港，線路總長****公里，其中干線長****公里，聯(lián)絡(luò)線長**公里，同時(shí)全線設(shè)泵站6座，減壓站2座，閥室**個(gè)，電伴熱站**個(gè)。服務(wù)地點(diǎn)：招標(biāo)人工程項(xiàng)目所在地，主要分布在烏干達(dá)、坦桑尼亞兩國。

ProjectOverview:TheEastAfricanCrudeOilExportPipelineProjectisasuper-largeinternationalprojectawardedtothePipelineBureau.ThepipelinestartsatKabaale,Uganda,andendsatTangaPort,Tanzania,withatotallengthof1,**1kilometers,including1,**3kilometersofmainlineand**kilometersofconnectingline.Alongtheentireroute,thereare6pumpingstations,2pressurereductionstations,**valvechambers,and**electrictracingstations.ServiceLocation:Thelocationofthetenderer'sengineeringproject,mainlyinUgandaandTanzania.

招標(biāo)范圍：為甲方承攬的東非原油管道電信項(xiàng)目部電信儀工程提供項(xiàng)目管理（項(xiàng)目技術(shù)、質(zhì)量、安全、翻譯等工作）、機(jī)組管理（機(jī)組技術(shù)、質(zhì)量、安全、翻譯等工作）和施工現(xiàn)場管理（通信光纜、電伴熱電纜、高壓電纜敷設(shè)等服務(wù)）。服務(wù)期限：合同簽訂之日起-****年8月**日，其他詳見招標(biāo)文件。

1. 投標(biāo)人資格要求QualificationRequirementsforBidders

1. 本次招標(biāo)不接受聯(lián)合體投標(biāo)。Consortiumbiddingisnotacceptedforthistender.
2. 本次招標(biāo)要求投標(biāo)人須具備境外公司注冊證明書且能夠獨(dú)立承擔(dān)民事責(zé)任的法人單位；具有外幣結(jié)算能力。Biddersmustbelegalentitieswithoverseascompanyregistrationcertificatesandcapableofindependentlyassumingcivilliabilities;andhavetheabilitytosettleinforeigncurrencies.
3. 對履行合同的能力作出承諾，包括專業(yè)、技術(shù)資格和能力、資金、管理能力、經(jīng)驗(yàn)、信譽(yù)。Commitmenttotheabilitytoperformthecontract,includingprofessionalandtechnicalqualificationsandcapabilities,financialresources,managementcapabilities,experience,andreputation.
4. 財(cái)務(wù)要求：財(cái)務(wù)狀況良好，須提供****~****年的經(jīng)會計(jì)師事務(wù)所或?qū)徲?jì)機(jī)構(gòu)審計(jì)的完整的財(cái)務(wù)審計(jì)報(bào)告，成立日期晚于上述規(guī)定年份的，從成立年開始提供。FinancialRequirements:Soundfinancialstatus,andmustprovidecompletefinancialauditreportsfor****-****auditedbyaccountingfirmsorauditinstitutions,ifestablishedlaterthanthespecifiedyears,providefromtheyearofestablishment.
5. 業(yè)績要求：提供近三年（****年1月至今）至少一項(xiàng)類似服務(wù)項(xiàng)目業(yè)績，業(yè)績須提供有效證明材料（提供服務(wù)合同關(guān)鍵頁掃描件）。PerformanceRequirements:Provideatleastonesimilarserviceprojectperformanceinthepastthreeyears(sinceJanuary****),andeffectiveproofmaterialsmustbeprovidedfortheperformance(scannedcopiesofkeypagesoftheservicecontract).
6. 信譽(yù)要求:投標(biāo)人及其法定代表人、擬任命的項(xiàng)目負(fù)責(zé)人必須承諾近三年內(nèi)無犯罪記錄。投標(biāo)人未被暫停投標(biāo)或取消投標(biāo)資格、未進(jìn)入清算程序、未被宣告破產(chǎn)或未喪失其他履行合同能力，應(yīng)當(dāng)提供承諾書。投標(biāo)人未被中國石油天然氣集團(tuán)有限公司或者中國石油管道局工程有限公司列入黑名單，取消投標(biāo)人資格。ReputationRequirements:Biddersandtheirlegalrepresentativesandproposedprojectmanagersmustcommittonocriminalrecordinthepastthreeyears.Biddersmustprovideacommitmentletterstatingthattheyhavenotbeensuspendedordisqualifiedfrombidding,havenotenteredliquidationproceedings,havenotbeendeclaredbankrupt,orhavenotlostothercontractperformancecapabilities.BiddersarenotblacklistedordisqualifiedbyChinaNationalPetroleumCorporation/ChinaPetroleumPipelineBureauEngineeringCo.,Ltd.
7. 項(xiàng)目負(fù)責(zé)人需要：具備海外項(xiàng)目運(yùn)作業(yè)績（至少一項(xiàng)），需提供項(xiàng)目負(fù)責(zé)人業(yè)績（合同復(fù)印件）、學(xué)歷證明、勞動合同等證明材料復(fù)印件并加蓋公章；管理經(jīng)驗(yàn)以工作履歷表為準(zhǔn)，加蓋公章。ProjectManagerRequirements:Musthaveoverseasprojectoperationexperience(atleastoneproject),andprovidecopiesoftheprojectmanager'sperformance(contractcopies),academiccertificates,laborcontracts,andothersupportingmaterialswithofficialseals;managementexperienceshallbebasedontheworkresumewithanofficialseal.
