本貝寧海事終端技術(shù)支持項(xiàng)目潛水技術(shù)服務(wù)招標(biāo)項(xiàng)目招標(biāo)人為中國(guó)石油大港尼日爾工程有限公司，項(xiàng)目資金來(lái)自工程款，出資比例**0%。本招標(biāo)項(xiàng)目已按要求履行了相關(guān)報(bào)批及備案等手續(xù)，具備招標(biāo)條件，現(xiàn)進(jìn)行公開招標(biāo)。

ProjectOverview:Regularlyinspectandmaintainsubseapipelines,SPM(SinglePointMooring)Systemsandotherequipmentaswellasotherauxiliaryfacilities,andtimelyeliminatepotentialsafetyhazards.Completedailydiving-relatedrecords,suchasdivinglogs,maintenanceandrepairlogsfordivingequipment,andrecordsofsparepartsandconsumables,toensurethecompletenessandvalidityofthelogsandrecords.Provideon-sitedivingservicesattheBeninMaritimeTerminal,supplydivingequipmentandspareparts,conductscheduledinspectionandmaintenanceondivingequipment,promptlyrepairorreplacenon-functionaldivingequipment,andensuredivingequipmentremainsinstandbyconditionatalltimes.
Performandassistinonshorecommunicationandcoordinationwork.
招標(biāo)范圍：為本項(xiàng)目提供潛水人員4人（1個(gè)潛水監(jiān)督，3個(gè)潛水員），潛水設(shè)備1套，定期對(duì)貝寧海事終端海底管道、SPM系統(tǒng)等設(shè)備及其他附屬設(shè)施進(jìn)行檢查和維護(hù)，及時(shí)消除安全隱患。完成潛水、船舶碼頭日志的日常記錄，潛水設(shè)備維護(hù)維修日志備品消耗品記錄等。按時(shí)檢修維護(hù)潛水設(shè)備，及時(shí)維修、替換無(wú)法使用的潛水設(shè)備，確保潛水設(shè)備時(shí)刻處于可用狀態(tài)，按工作需求開展貝寧海事終端現(xiàn)場(chǎng)的潛水服務(wù)。

服務(wù)期限：計(jì)劃自****年**月**日至****年**月**日，服務(wù)周期暫定**5天，最終服務(wù)期限以招標(biāo)人實(shí)際安排為準(zhǔn)；

3、投標(biāo)人資格要求
3.QualificationRequirementsforBidders
3.1本次招標(biāo)不接受聯(lián)合體投標(biāo)。
3.1Thistenderdoesnotacceptconsortiumbids.
3.2本次招標(biāo)要求投標(biāo)人須具備相關(guān)的海洋工程水下作業(yè)的資質(zhì)認(rèn)證，如具備中國(guó)潛水打撈協(xié)會(huì)頒發(fā)的潛水作業(yè)二級(jí)及以上證書、ADCI會(huì)員證書或貝寧政府認(rèn)可的相關(guān)證書。在人員、設(shè)備、資金等方面具有相應(yīng)的能力，提供服務(wù)于該項(xiàng)目的潛水監(jiān)督、潛水員應(yīng)具有至少一項(xiàng)類似業(yè)績(jī)，并提供相應(yīng)證明文件。（注：本招標(biāo)文件中所稱類似業(yè)績(jī)指以下業(yè)績(jī)：(1)CALM式單點(diǎn)系泊系統(tǒng)或FPSO系統(tǒng)的水下設(shè)備檢查、維護(hù)配合作業(yè)相關(guān)業(yè)績(jī)，至少包括水下索具、基盤、浮筒、水下軟管及臍帶纜、漂浮軟管和系船纜的檢查、維護(hù)或拆裝等工作；(2)碼頭水下設(shè)施的維護(hù)服務(wù)以及港區(qū)協(xié)助潛水業(yè)績(jī)；(3)系泊作業(yè)前后的檢查，以及油輪裝油作業(yè)期間的輔助支持工作相關(guān)業(yè)績(jī)。（4）拖輪(****HP及以上)或其它大型船舶船體水下檢驗(yàn)相關(guān)業(yè)績(jī)。
3.2Biddersmustpossessrelevantmarineengineeringunderwateroperationqualificationsandcertifications,suchas：ADivingOperationClass2orhighercertificateissuedbytheChinaDivingandSalvageAssociation(CDSA)、AnAssociationofDivingContractorsInternational(ADCI)membershipcertificate、OtherrelevantcertificatesrecognizedbytheBeningovernment.Biddersmustdemonstratecorrespondingcapabilitiesinpersonnel,equipment,andfinancialresources.Thedivingsupervisoranddiversprovidedforservicingthisprojectmusthaveatleastonesimilarperformance.Correspondingsupportingdocumentsshallbeprovided.(Note:Similarperformancesreferredtointhistenderdocumentmeanthefollowing:(1)Performancerelatedtotheinspection,maintenance,andsupportingoperationsofunderwaterequipmentforCALM-typeSinglePointMooring(SPM)systemsorFPSOsystems,whichshallincludeatleasttheinspection,maintenance,orinstallation/removalofunderwaterslings,baseplates,buoys,underwaterhoses&umbilicals,floatinghoses,andmooringhawsers.(2)Performanceinmaintenanceservicesforsubseafacilitiesofwharves/piers.(3)Performancerelatedtopre-andpost-mooringinspectionsandauxiliarysupportworkduringtankerloadingoperations.(4)Performancerecordsrelatedtotheunderwaterhullsurveyoftugboats(5,**0HPandabove)orotherlargevessels.
3.3潛水監(jiān)督的資格要求：投標(biāo)人擬派的潛水監(jiān)督須確保在項(xiàng)目期間具備有效的潛水監(jiān)督相關(guān)證書(CDSA、ADCI或貝寧政府認(rèn)可)，具有同類型項(xiàng)目潛水作業(yè)管理經(jīng)驗(yàn)；在本項(xiàng)目任職期間未同時(shí)在其他項(xiàng)目任職。
其他主要人員要求：應(yīng)具備潛水員相關(guān)證書(CDSA、ADCI或貝寧政府認(rèn)可)，且在項(xiàng)目期間有效；在本項(xiàng)目任職期間未同時(shí)在其他項(xiàng)目任職；
投標(biāo)人需提交所有參與項(xiàng)目實(shí)施人員的簡(jiǎn)歷，符合招標(biāo)人要求的人員，未經(jīng)招標(biāo)人書面許可不得更換。
3.3QualificationsforDivingSupervisor:TheDivingSupervisorproposedbythebidder?shall?holdavalidDivingSupervisorCertificate(recognizedbyCDSA,ADCI,ortheGovernmentofBenin)fortheentireprojectduration.Thesupervisormustpossessprovenmanagementexperienceinsimilardivingoperations.Duringthetenureforthisproject,theDivingSupervisor?shallnotholdconcurrentpositions?inanyotherprojects.
RequirementsforOtherPersonnel:Allotherdivingpersonnel?shall?holdvalidDiverQualificationCertificates(recognizedbyCDSA,ADCI,ortheGovernmentofBenin)fortheprojectduration.Duringtheirtenureonthisproject,they?shallnotholdconcurrentpositions?inanyotherprojects.
Thebidder?shallsubmit?detailedresumesforallpersonnelproposedfortheproject.AnypersonnelapprovedbytheTenderee(Client/Owner)?shallnotbereplaced?withouttheTenderee's?priorwrittenconsent?.
3.4投標(biāo)人應(yīng)按照設(shè)計(jì)規(guī)格書中的要求實(shí)施全部工作，投標(biāo)文件中必須確定潛水監(jiān)督，一旦中標(biāo)，潛水監(jiān)督不得更換，且保證合同期內(nèi)每天在施工現(xiàn)場(chǎng)，如發(fā)現(xiàn)更換潛水監(jiān)督或潛水監(jiān)督不在施工現(xiàn)場(chǎng)，招標(biāo)人有權(quán)終止合同，并要求中標(biāo)人賠償由此造成的損失。投標(biāo)人應(yīng)遵守安全生產(chǎn)的有關(guān)規(guī)定，嚴(yán)格按安全標(biāo)準(zhǔn)組織作業(yè)，采取必要的安全防護(hù)措施，消除事故隱患。
3.4TheBiddershallexecuteallworkinstrictaccordancewiththerequirementsspecifiedintheDesignSpecifications.TheBiddermustdesignateaDivingSupervisorinthetenderdocuments.Onceawardedthecontract,theDivingSupervisorshallnotbereplaced.Furthermore,theSupervisormustbepresentattheconstructionsitedailythroughoutthecontractperiod.IftheDivingSupervisorisreplacedorfoundnottobepresenton-site,theTendereeshallhavetherighttoterminatethecontractandclaimcompensationfromthesuccessfulbidderforanylossesincurredasaresult.
3.5財(cái)務(wù)要求：財(cái)務(wù)狀況良好。投標(biāo)人應(yīng)提供近3年（****-****）經(jīng)審計(jì)的財(cái)務(wù)報(bào)告，能夠按要求提交投標(biāo)保證金。投標(biāo)人的成立時(shí)間晚于投標(biāo)人上述規(guī)定年份的，應(yīng)提供成立以來(lái)的財(cái)務(wù)報(bào)告，（****年財(cái)務(wù)報(bào)告的未完成的，可提供****年-****年財(cái)務(wù)報(bào)告。)
3.5FinancialRequirements:Thebiddershallhaveasoundfinancialstatus.Itshallprovideauditedfinancialreportsforthepast3years(****-****)andbeabletosubmitthebidsecurityasrequired.Ifthebidderwasestablishedlaterthantheabove-specifiedyears,itshallprovidefinancialreportssinceitsestablishment.Ifthe****financialreporthasnotbeencompleted,thefinancialreportsfor****-****maybeprovidedinstead.
3.6信譽(yù)要求：在國(guó)家企業(yè)信用信息公示系統(tǒng)（http://www.gsxt.gov.cn)、信用中國(guó)網(wǎng)站（www.creditchina.gov.cn）無(wú)異?；虿涣加涗?。最近三年內(nèi)（****-****年）未發(fā)生重大事故，無(wú)經(jīng)濟(jì)糾紛。投標(biāo)人未被中國(guó)石油天然氣集團(tuán)有限公司暫停投標(biāo)資格或取消投標(biāo)人資格。
3.6CreditRequirements:ThebiddershallhavenoabnormalorbadrecordsontheNationalEnterpriseCreditInformationPublicitySystem(
3.7其它要求：近3年內(nèi)投標(biāo)人未曾因安全生產(chǎn)或質(zhì)量原因受到國(guó)家相關(guān)部門或以往業(yè)主的處罰。投標(biāo)人未被中國(guó)石油天然氣集團(tuán)有限公司/中國(guó)石油管道局工程有限公司列入黑名單、暫停投標(biāo)資格或取消投標(biāo)人資格。國(guó)家規(guī)定必須具備的其它資格條件。投標(biāo)人應(yīng)按照設(shè)計(jì)規(guī)格書中的要求實(shí)施全部工作，投標(biāo)文件中必須確定現(xiàn)場(chǎng)負(fù)責(zé)人或授權(quán)代理人，一旦中標(biāo)，現(xiàn)場(chǎng)負(fù)責(zé)人不得更換，且保證合同期內(nèi)每天在施工現(xiàn)場(chǎng)，如發(fā)現(xiàn)更換現(xiàn)場(chǎng)負(fù)責(zé)人或現(xiàn)場(chǎng)負(fù)責(zé)人不在施工現(xiàn)場(chǎng)，招標(biāo)人有權(quán)終止合同，并要求中標(biāo)人賠償由此造成的損失。投標(biāo)人在作業(yè)前要對(duì)其在現(xiàn)場(chǎng)的工作人員進(jìn)行安全技術(shù)教育，并對(duì)他們的安全負(fù)責(zé)；投標(biāo)人應(yīng)遵守安全生產(chǎn)的有關(guān)規(guī)定，嚴(yán)格按安全標(biāo)準(zhǔn)組織作業(yè)，采取必要的安全防護(hù)措施，消除事故隱患。
3.7OtherRequirements:Thebiddershallnothavebeenpenalizedbyrelevantnationalauthoritiesorpreviousownersduetoworksafetyorqualityissuesinthepast3years.Thebiddershallnothavebeenincludedintheblacklist,suspendedfrombiddingqualification,ordisqualifiedasabidderbyChinaNationalPetroleumCorporation(CNPC)/ChinaPetroleumPipelineEngineeringCorporation(CPPE).Thebiddershallmeetotherqualificationrequirementsmandatedbythestate.Thebiddershallimplementallworkinaccordancewiththerequirementsspecifiedinthedesignspecification.Anon-siteperson-in-chargeorauthorizedagentmustbeidentifiedinthebiddocuments.Onceawardedthebid,theon-siteperson-in-chargeshallnotbereplacedandshallbepresentattheconstructionsiteeverydayduringthecontractperiod.Iftheon-siteperson-in-chargeisreplacedorabsentfromtheconstructionsite,thetenderershallhavetherighttoterminatethecontractandrequirethesuccessfulbiddertocompensateforthelossescausedthereby.Beforecommencingwork,thebiddershallprovidesafetytechnicaleducationtoitson-sitestaffandassumeresponsibilityfortheirsafety.Itshallcomplywithrelevantworksafetyregulations,organizeworkinstrictaccordancewithsafetystandards,takenecessarysafetyprotectionmeasures,andeliminatepotentialaccidents.
