ThisRFTdocumentisissuedtosubcontractthe[Equipmentrentalservice]fortheEastAfricanCrudeOilPipeline(EACOP)Project. 本招標(biāo)文件的發(fā)布，旨在分包東非原油管道EACOP項(xiàng)目的【設(shè)備租賃服務(wù)】。。

ChinaPetroleumPipelineEngineeringCompanyLimited(“CPP”)has,issuedthisRequestforTender(“RFT”)topotentialbidders(eacha“Bidder”)inordertoobtainbidsubmissionsinrelationtotheprojectdescribedinbriefinparagraph3belowandinmoredetailinthescopeofworksetoutinAppendix6tothisRFT(“ScopeofWork”).

中國(guó)石油管道工程有限公司（"CPP"）已向選定的投標(biāo)人（每個(gè)稱為"投標(biāo)人"）發(fā)出本招標(biāo)文件（"RFT"），以獲得與下文第3段簡(jiǎn)要描述及本RFT附錄6所述工作范圍（"工作范圍"）中更詳細(xì)描述的項(xiàng)目相關(guān)的投標(biāo)文件。

FollowingsubmissionoftheBids,CPPmayselectoneormoreBidderstoenterintoalegalagreementwithCPPintheformsetoutinAttachment5tothisRFT(“Agreement”).TheAgreementshalldetailtheScopeofWork,thetermsandconditionsandagreedfeespursuanttowhichCPPmayengagethesuccessfulBidder(s)toperformallorpartoftheScopeofWork.

提交投標(biāo)文件后，CPP可選擇一名投標(biāo)人，以本RFT附件5中規(guī)定的形式（"協(xié)議"）與CPP簽訂法律協(xié)議。該協(xié)議應(yīng)詳細(xì)說(shuō)明工作范圍、條款和條件以及約定費(fèi)用，CPP可根據(jù)這些內(nèi)容聘請(qǐng)選定的投標(biāo)人履行全部或部分工作范圍。

OVERVIEWOFTHEWORK工作概述
1. CPPhasbeenawardedtheConstructionServicesofthepipelineandabovegroundinstallations(Midstream)fortheEastAfricanCrudeOilPipeline(EACOP)Project.Theprojectisa1,**3kmcross-countrypipelinedevelopmenttoenablethetransportofheavyandwaxycrudeoilreserveslocatedintheAlbertineGrabeninUganda,toaterminalinTangaontheEastCoastofTanzania.

CPP公司已獲得東非原油管道（EACOP）項(xiàng)目管道及地面設(shè)施（中游）的施工服務(wù)合同。該項(xiàng)目是一條全長(zhǎng)1,**3公里的跨國(guó)管道工程，旨在將烏干達(dá)阿爾伯丁地塹帶蘊(yùn)藏的重質(zhì)蠟質(zhì)原油儲(chǔ)備，輸送至坦桑尼亞?wèn)|海岸坦噶的終端設(shè)施。

Scopeofthework:工作范圍

TheBiddershallsupplytheequipmentlistedinTenderPackage1andTenderPackage2tobeusedinthehighvoltagecableconstructionandinstallationfortheTanzaniasectionoftheEACOPexportpipeline,includingbutnotlimitedtocrawlerexcavator**ton,backhoeloader,loader,lowbedtrailer**tonorabovewithaccessladder,chaintrencher,track-mountedmobileintegratedcrusher.Fordetailsofthetwotenderpackages,seethetablebelow. 投標(biāo)人應(yīng)提供招標(biāo)文件包1和招標(biāo)文件包2所列設(shè)備，用于東非石油出口管道坦桑尼亞段高壓電纜施工與安裝，包括但不限于：**噸履帶式挖掘機(jī)、反鏟裝載機(jī)、裝載機(jī)、**噸及以上帶爬梯低平板拖車、鏈?zhǔn)綔喜弁诰驒C(jī)、履帶移動(dòng)式集成破碎機(jī)。兩份招標(biāo)文件的詳細(xì)內(nèi)容見下表。

Allequipmentandvehiclesmustbethosemanufacturedwithin5yearsfromthedateofproduction.

所有設(shè)備及車輛的出廠時(shí)間須在5年以內(nèi)（自生產(chǎn)日期起算）。

SuccessfulBidder(s)willbeengagedtocarryouttheEquipmentrentalservice

中標(biāo)的投標(biāo)人將受委托提供設(shè)備租賃服務(wù)。

TheScopeofWorksshallbecompletedwithintimeframestipulatedbyCPP.

工作范圍需在CPP提供的時(shí)間內(nèi)完成。

SUBMISSIONOFBIDDINGDOCUMENTS投標(biāo)文件提交
1. BiddingdocumentsshallbecomposedofTWOparts,TechnicalProposal(Un-priced)andCommercialProposal.

如果投標(biāo)人未能在上述截止日期前提交，其投標(biāo)文件將被拒絕。電子郵件中顯示的時(shí)間將被視為提交時(shí)間。

Beforethedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetocheckwhethertheproposalshavebeensuccessfullydeliveredtotheassignedemailaddressbysendingtheemailtotheundersign.

在上述截止日期之前，投標(biāo)人有權(quán)通過(guò)向下方簽署人發(fā)送電子郵件，要求招標(biāo)人檢查投標(biāo)文件是否已成功送達(dá)指定電子郵件地址。
