Brief specification description or basic overview of the project:This project intends to select a supplier to complete the project, including but not limited to project library construction and mechanism updates, climate investment and financing basic database construction, departmental and municipal work collaboration, industry university research, and capacity building. (Please refer to Chapter 3 Procurement Requirements for details)

(b)Qualification requirements to be met to implement government procurement policies:(1) Support policies for small and medium-sized enterprises: This goal is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprise products will enjoy a **% price discount. (2) Welfare units for disabled people and treat them as small and micro enterprises.
