(c)本項目的特定資格要求：3.1 本項目面向大、中、小、微型企業(yè)，事業(yè)法人、其他組織或自然人采購；
3.2 本項目不接受聯(lián)合體形式投標(biāo)；
3.3 供應(yīng)商單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)。為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動。

(c)Specific qualification requirements for this program:3.1This project is open for procurement from enterprises of all scales (large, medium, small, micro), public institution legal persons, other organizations, and natural persons.
3.2This project does not accept Joint Bids；
3.3 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract; Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
