簡(jiǎn)要規(guī)格描述或項(xiàng)目基本概況介紹、用途：世博村路**0號(hào)作為轄區(qū)內(nèi)市級(jí)部門辦公地，以**0號(hào)為中心的“膠南路-世博大道-雪野路-華豐路-浦東南路-膠南路”合圍區(qū)域被列為市級(jí)市容環(huán)境重點(diǎn)合圍區(qū)域和保障范圍，為進(jìn)一步提升沿江片區(qū)市容環(huán)境衛(wèi)生工作管理水平，擬通過公開的方式購(gòu)買市容輔助服務(wù)，加強(qiáng)該合圍區(qū)域的市容保障力量。（具體詳見第三章服務(wù)需求書）
Brief specification description or basic overview of the project:No.**0 Expo Village Road is the office of municipal departments within its jurisdiction, and the enclosed area of "Jiaonan Road-Expo Avenue-Xueye Road-Huafeng Road-Pudong South Road-Jiaonan Road" centered on No.**0 is listed as the key enclosed area and guarantee scope of municipal city appearance and environment. In order to further improve the management level of city appearance and environmental sanitation work along the Yangtze River, it is planned to purchase city appearance auxiliary services in an open way and strengthen the city appearance support force of this enclosed area. (See Chapter III Service Requirements for details)
合同履約期限：本項(xiàng)目一次采購(gòu)三年有效，合同一年一簽，本次合同期限為****年**月**日至****年**月**日，具體以合同簽訂日期為準(zhǔn)。

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠；（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本項(xiàng)目的特定資格要求：（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
（4）具有省市級(jí)公安部門核發(fā)的有效的《保安服務(wù)許可證》；
（5）本項(xiàng)目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) It has a valid Security Service License issued by the provincial and municipal public security departments; (5) Subcontracting is not allowed for this project.
