簡要規(guī)則描述：專職消防站將充分發(fā)揮自己的專業(yè)和優(yōu)勢，積極配合相關部門指導社區(qū)、行政村制定消防救援應急預案、定期開展消防安全應急演練、消防知識宣傳、技能培訓及協(xié)助相關工作人員進行日常檢查，不斷提高專職消防站、鎮(zhèn)域內企業(yè)、商戶及居民的消防安全知識及滅火逃生技能（具體要求詳見競爭性磋商文件—第三章 采購需求書）。
Brief Specification Description:The full-time fire station will fully leverage its expertise and advantages, actively cooperate with relevant departments to guide communities and administrative villages in formulating fire rescue emergency plans, regularly conduct fire safety emergency drills, promote fire safety knowledge, carry out skills training, and assist relevant staff in conducting daily inspections. Continuously enhance the fire safety knowledge and fire extinguishing and escape skills of full-time fire stations, enterprises, merchants and residents within the town (for specific requirements, please refer to Chapter 3 of the competitive negotiation document - Procurement Requirements).

(b)落實政府采購政策需滿足的資格要求：（1）項目執(zhí)行《政府采購促進中小企業(yè)發(fā)展管理辦法》的通知（財庫〔****〕**號）及《關于進一步加大政府采購支持中小企業(yè)力度》的通知（財庫〔****〕**號）；（2）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產品均不執(zhí)行價格折扣優(yōu)惠；（3）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（4）優(yōu)先采購節(jié)能環(huán)保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔****〕**號和財政部財庫〔****〕**號文公布的節(jié)能環(huán)保產品品目清單中的產品實行優(yōu)先采購；對節(jié)能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優(yōu)先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產品；（6）按照《中小企業(yè)劃分標準規(guī)定》（工信部聯(lián)企業(yè)[****]**0號），本項目中小企業(yè)所屬的行業(yè)為租賃和商務服務業(yè)。

(2) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and medium-sized enterprises. Not included in the list of dishonesty executors, major tax violation cases, or serious illegal and untrustworthy behaviors in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 3. This project is only open for procurement from various types of suppliers, including medium, small and micro ones. 4. Subcontracting is not allowed for this project.
