簡要規(guī)則描述：本項(xiàng)目是為確保中國（上海）自由貿(mào)易試驗(yàn)區(qū)洋山特殊綜合保稅區(qū)的工作和治安秩序，維護(hù)區(qū)域良好的治安環(huán)境，擬通過政府采購服務(wù)的方式，協(xié)助海關(guān)做好轄區(qū)內(nèi)保安服務(wù)工作。包含但不僅限于以下內(nèi)容：維護(hù)交通秩序，保持進(jìn)出通道暢通，嚴(yán)格守護(hù)通道，執(zhí)行海關(guān)根據(jù)實(shí)際情況布置的其他一線執(zhí)法輔助性工作任務(wù)等。
Brief Specification Description:This project aims to ensure the work and public security order of Yangshan Special Comprehensive Bonded Zone in China (Shanghai) Pilot Free Trade Zone, maintain a good security environment in the region, and assist customs in providing security services within the jurisdiction through government procurement services. Including but not limited to the following: maintaining traffic order, keeping entry and exit channels unobstructed, strictly guarding channels, and carrying out other front-line law enforcement auxiliary tasks assigned by customs according to actual situations.

(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (c)本項(xiàng)目的特定資格要求：1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定
2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單
3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購活動(dòng)）；
4）具備省市級公安部門核發(fā)的，在有效期內(nèi)的《保安服務(wù)許可證》（外省保安服務(wù)單位須已在上海市公安部門備案登記資質(zhì)；
5）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)；
6）本次采購不接受聯(lián)合體響應(yīng)，不允許合同轉(zhuǎn)讓與分包。
