簡(jiǎn)要規(guī)則描述：本項(xiàng)目旨在充分利用“環(huán)保管家”在專業(yè)技術(shù)和人力資源方面的優(yōu)勢(shì)，提高環(huán)境管理的精細(xì)化、系統(tǒng)化、科學(xué)化水平。同時(shí)督促企業(yè)主動(dòng)落實(shí)環(huán)保主體責(zé)任，幫助企業(yè)解決環(huán)保問題。按照環(huán)保法律法規(guī)及相關(guān)技術(shù)規(guī)范，運(yùn)用科學(xué)專業(yè)的檢查手段，協(xié)助環(huán)境管理部門對(duì)企業(yè)開展核查監(jiān)管。通過專業(yè)化技術(shù)服務(wù)，減輕街鎮(zhèn)（園區(qū)）環(huán)境管理業(yè)務(wù)負(fù)擔(dān)，提高街鎮(zhèn)（園區(qū)）環(huán)境治理水平，促進(jìn)環(huán)境管理的公開公正。（具體詳見第三章采購(gòu)需求書）
Brief Specification Description:This project aims to fully leverage the advantages of "environmental protection managers" in professional technology and human resources to enhance the refinement, systematization and scientific level of environmental management. At the same time, urge enterprises to take the initiative to fulfill their primary responsibility for environmental protection and help them solve environmental protection problems. In accordance with environmental protection laws, regulations and relevant technical standards, scientific and professional inspection methods are employed to assist environmental management departments in conducting verification and supervision of enterprises. (For details, please refer to Chapter Three of the Procurement Requirements Document.
