CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted byCNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Projectby International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference) ;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.投標(biāo)人應(yīng)為所投產(chǎn)品（超聲波流量計(jì)）的制造商。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，投標(biāo)人應(yīng)提供聲明，說明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
The bidder shall be the manufacturer of the products (Liquid Ultrasonic flowmeter). If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2） 資質(zhì)要求Qualification requirement:
A. 特種設(shè)備證書：管道式超聲波流量計(jì)到貨時(shí)應(yīng)隨貨提供《特種設(shè)備監(jiān)督檢驗(yàn)證書（壓力管道元件制造）》。對國內(nèi)制造的流量計(jì)（殼體），投標(biāo)文件中應(yīng)提供《中華人民共和國特種設(shè)備生產(chǎn)許可證》（壓力管道元件），許可范圍應(yīng)包括流量計(jì)（殼體）。
A.Special Equipment Certificate：For in-line ultrasonic flowmeters, a Supervision and Inspection Certificate for Special Equipment (Manufacture of Pressure Piping Components) shall be provided together with the goods upon delivery.For flowmeters (Shell) manufactured domestically, the bidding documents shall include the Manufacture License of Special Equipment of the People’s Republic of China (Pressure Piping Components), and the licensed scope shall cover the flowmeter (Shell）.
B. 防爆證書：投標(biāo)人必須提供產(chǎn)品制造商的防爆電子式儀表的國家授權(quán)防爆認(rèn)證機(jī)構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》
B.Explosion-Proof Certificate: The Bidder must provide the Product Explosion-Proof Certificate of Conformity for the manufacturer’s explosion-proof electronic instruments, issued by a nationally authorized explosion-proof certification body.
C. 其他證書：投標(biāo)人應(yīng)取得并提供《中華人民共和國計(jì)量器具型式批準(zhǔn)證書》。
Other certificate:The Bidder shall obtain and provide the Type Approval Certificate for Measuring Instruments of the People’s Republic of China.
（3）業(yè)績要求Requirement for Bidder's reference:
本項(xiàng)目不接受代理商投標(biāo)。
****年1月1日至投標(biāo)截止日(以合同簽署時(shí)間為準(zhǔn))，投標(biāo)人至少具有2個(gè)在中國境內(nèi)應(yīng)用于
乙烯裂解裝置 或
苯乙烯-環(huán)氧丙烷(SMPO)裝置 或
聚醚多元醇(DMC-POD)裝置 或
裂解汽油加氫裝置
單個(gè)合同供貨數(shù)量不少于4臺的超聲波流量計(jì)合同業(yè)績。
上述業(yè)績合同中有一個(gè)滿足包含至少1臺公稱通徑不低于DN****技術(shù)條件的液體插入式超聲波流量計(jì)。
This project does not accept bids from agents (resellers).
From January 1, **** to the bid submission deadline (determined based on the contract signing date), the bidder shall have at least two contract performance records in China for ultrasonic flowmeters applied in one or more of the following units:Ethylene cracking unit，orStyrene Monomer–Propylene Oxide (SMPO) unit，orPolyether polyol (DMC-POD) unit，orPyrolysis gasoline (Pygas) hydrotreating unit.
For each such contract, the supplied quantity shall be no fewer than 4 ultrasonic flowmeters.
Among the above performance contracts, at least one shall include a liquid insertion-type ultrasonic flowmeter with a nominal diameter not less than DN**** that meets the technical requirements.
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的超聲波流量計(jì)的業(yè)績，視為投標(biāo)人所投超聲波流量計(jì)的制造商的業(yè)績；投標(biāo)人應(yīng)提供說明函，說明本次所投超聲波流量計(jì)的制造商與滿足上述業(yè)績要求的產(chǎn)品制造商屬于同一集團(tuán)。
The performance of the Ultrasonic flowmetersubmitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of Ultrasonic flowmetersubmitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of theUltrasonic flowmetersubmitted in this bid and the manufacturer of the Ultrasonic flowmetermeeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括：1）銷售合同和2）用戶簽字或蓋章的到貨驗(yàn)收材料（到貨驗(yàn)收單或調(diào)試驗(yàn)收報(bào)告或其他可以證明合同項(xiàng)下貨物已經(jīng)到貨驗(yàn)收的有效證明材料）。投標(biāo)人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、供貨數(shù)量。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績。
The bidder shall submit the performance record form in the prescribed format along with relevant supporting documents, which must include:sales contractsanddelivery acceptance materials signed or sealed by the end-user (such as delivery acceptance forms, commissioning acceptance reports, or other valid documentation proving goods acceptance under the contract);all submitted proof documents must contain at minimum:the contract signing date, executed signature pages (with both parties' official seals for domestic contracts, or signatures/seals for international contracts), manufacturer's name, plant/installation name, description of supplied goods, and supplied quantity.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidence under the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認(rèn)定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標(biāo)文件解密時(shí)限為**分鐘。投標(biāo)人未在上述解密時(shí)限內(nèi)完成解密視為解密失敗，根據(jù)電子招標(biāo)投標(biāo)辦法的規(guī)定，視為投標(biāo)人撤回投標(biāo)文件。
The decryption time limit of the bid documents is ** minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標(biāo)人對開標(biāo)有異議的，應(yīng)當(dāng)在開標(biāo)現(xiàn)場提出，招標(biāo)人當(dāng)場做出答復(fù)，并制作記錄。未在線上開標(biāo)現(xiàn)場提出的開標(biāo)異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
