2）擬派項(xiàng)目負(fù)責(zé)人資格具備建筑工程專業(yè)二級注冊建造師執(zhí)業(yè)資格，且具備有效的安全生產(chǎn)考核合格證書；
3）未被列入“信用中國”網(wǎng)站(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法案件當(dāng)事人名單和中國政府采購網(wǎng)(www.ccgp.gov.cn)政府采購嚴(yán)重違法失信行為記錄名單的供應(yīng)商；
4）財務(wù)狀況良好，具有履行合同的能力，合法合規(guī)經(jīng)營，未受到法律制裁；具有良好的商業(yè)信用和行業(yè)信譽(yù)；近三年沒有因違法違規(guī)行為被相關(guān)部門予以處罰或者通報的記錄；
5）本項(xiàng)目專門面向中、小、微型企業(yè)，事業(yè)法人等各類供應(yīng)商采購。(殘疾人福利性單位、監(jiān)獄企業(yè)視同小型、微型企業(yè)。)如供應(yīng)商為中小企業(yè)，且滿足《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》(財庫[****]**號)規(guī)定條件的，必須如實(shí)提供《中小企業(yè)聲明函》。

(c)Specific qualification requirements for this program:1) Suppliers with valid business licenses, with qualifications for general contracting of construction projects of level three or above, and with valid safety licenses;
2) The proposed project manager must have a second-level registered constructor qualification in the construction engineering specialty and a valid safety production assessment certificate;
3) Supiers not listed on the "Credit China" website (www.creditchina.gov.cn) as dishonest debtors, major tax law offenders, or on the list of illegal and dishonest acts in government procurement on the China Government Procurement Network (www.ccgp.gov.cn);
4) Suppliers with good financial status, the ability to perform contracts, legal and compliant operations, and not subject to legal sanctions; with good commercial credit and industry reputation; no record of being punished or notified by relevant departments illegal and irregular acts in the past three years;
5) This project is specifically open to small, medium, and micro-sized

1.根據(jù)上海市財政局《關(guān)于上海市政府采購信息管理平臺招投標(biāo)系統(tǒng)正式運(yùn)行的通知》（滬財采[****]**號）的規(guī)定，本項(xiàng)目招投標(biāo)相關(guān)活動在上海市政府采購云平臺（網(wǎng)址：www.zfcg.sh.gov.cn）進(jìn)行。供應(yīng)商應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。
2.供應(yīng)商應(yīng)在投標(biāo)截止時間前盡早加密上傳磋商響應(yīng)文件，電話通知代理機(jī)構(gòu)進(jìn)行簽收，并及時查看代理機(jī)構(gòu)在電子采購平臺上的簽收情況，以免因臨近投標(biāo)截止時間上傳造成代理機(jī)構(gòu)無法在磋商前完成簽收的情形。
