簡要規(guī)則描述：為進一步推進康橋鎮(zhèn)違法建筑整治及無違村居創(chuàng)建工作，提升城市管理應(yīng)急處置能力，本項目擬采購拆違巡查輔助服務(wù)，協(xié)助全時段、全方位對違法建筑進行嚴(yán)防嚴(yán)控。（具體內(nèi)容及要求詳見第三部分—采購需求）。
Brief Specification Description:In order to further promote the rectification of illegal buildings in Kangqiao Town and the creation of zero-violation villages and communities, and to enhance urban management emergency response capabilities, this project intends to purchase auxiliary services for illegal building patrols to assist in the strict prevention and control of illegal buildings around the clock and from all angles. (For specific content and requirements, please refer to Section III - Procurement Requirements).

(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project is specifically designed for the procurement of SMEs. During evaluation, no price discount preferences will be applied to products from SMEs. (2) Support welfare institutions for persons with disabilities and treat them as micro, small, and medium-sized enterprises.
(c)本項目的特定資格要求：1) 符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2) 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
3) 單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。
4) 具有省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》（外省保安服務(wù)企業(yè)須已在上海市公安部門備案登記）。
5) 本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:1) Must comply with the provisions of Article ** of the Government Procurement Law of the People's Republic of China;
2) Not listed as a person or entity with serious dishonesty, major tax violations, or severe misconduct in government procurement on Credit China (www.creditchina.gov.cn) or the Chinese Government Procurement Network (www.ccgp.gov.cn);
3) Suppliers with the same legal representative or direct control and management relationships are not allowed to participate in the same government procurement contract;
4) Possess an effective Security Service License issued by provincial or municipal public security departments (security service enterprises from other provinces must be registered with the Shanghai Public Security Department);
5) Subcontracting is not permitted for this project.
