(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises (SMEs) in government procurement, and support SME policies: This project is specifically designed for the procurement of SMEs. During evaluation, no price discount preferences will be applied to products from SMEs. 2) 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
3) 單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動(dòng)。
4) 具有省市級公安部門核發(fā)的有效的《保安服務(wù)許可證》（外省保安服務(wù)企業(yè)須已在上海市公安部門備案登記）。

4) Possess an effective Security Service License issued by provincial or municipal public security departments (security service enterprises from other provinces must be registered with the Shanghai Public Security Department);
5) Subcontracting is not permitted for this project.
