Brief specification description or basic overview of the project:
To further improve the urban appearance and environmental order of Kangqiao Town and enhance the refined level of urban management, this project intends to procure auxiliary services for Xikang rectification. This will address the deficiencies in the urban management force regarding time and space, further address shortcomings in urban appearance, create a clean, orderly, and livable urban environment, and enhance residents' quality of life. (For specific content and requirements, refer to Part III: Service Requirements Document).

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向中小企業(yè)采購，評審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:
(1) Implementation of reserved share measures to increase the proportion of SMEs in government procurement, policy supporting SMEs: This project is exclusively procured from SMEs; during evaluation, no price discount preferences shall be applied to SME products; (2) Support welfare institutions for persons with disabilities, regarding them as small and micro enterprises.
(c)本項(xiàng)目的特定資格要求：1) 符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
2) 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單；
3) 單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動。
4) 具有省、自治區(qū)、直轄市公安局頒發(fā)的《保安服務(wù)許可證》。
5) 本項(xiàng)目不允許轉(zhuǎn)包。

3) Different suppliers whose responsible person is the same person or that have a direct controlling or managerial relationship shall not participate in the same government procurement activity under the same contract.
4) Possess a "Security Service License" issued by the provincial, autonomous regional, or municipal public security bureau.
5) Subcontracting is not permitted for this project.
