(c)本項目的特定資格要求：3、本次采購需要網(wǎng)上響應，供應商必須獲得上海市電子簽名認證證書（CA認證證書），根據(jù)《上海市政府采購供應商登記及誠信管理（暫行）辦法》，為已在上海市政府采購網(wǎng)登記入庫的供應商；4、須系我國境內依法設立的法人組織；5、具有建筑工程施工總承包三級及其以上資質；6、具有建設部門頒發(fā)的《安全生產(chǎn)許可證》(有效期內）；7、擬派的項目經(jīng)理須具有建筑工程注冊建造師二級及其以上資格及有效的安全考核證書，且未擔任其他在建的建設工程項目的項目經(jīng)理；8、單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同項下的政府采購活動；為本項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得參加本項目的采購活動；9、本項目不接受聯(lián)合體響應。

(c)Specific qualification requirements for this program:4. It must be a legal entity established within the territory of China in accordance with the law; 5. Having a third level or higher qualification for general contracting of construction projects; 6. Having a "Safety Production License" issued by the construction department (within the validity period); 7. The proposed project manager must have a second level or higher qualification as a registered construction engineer and a valid safety assessment certificate, and not serve as a project manager for other ongoing construction projects; 8. The same person in charge of the unit or different suppliers with direct controlling or management relationships shall not participate in government procurement activities under the same contract;9.This project does not accept consortium responses.
