(3) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions in terms of technology, service, and other indicators, products listed in the energy-saving and environmentally friendly product catalogues published in the Ministry of Finance's Cai Ku [****] No. ** and Cai Ku [****] No. ** documents will be given priority in procurement; products marked with "★" in the energy-saving product catalogue will be subject to mandatory procurement. (c)本項(xiàng)目的特定資格要求：（1）符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定；
（2）未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
（3）須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
（4）本項(xiàng)目不允許轉(zhuǎn)包。
