Brief specification description or basic overview of the project:This project mainly involves the design and production of major festival or event media content for ** buildings including the Glory Ring in the main urban area of Lingang, China Railway Construction Lingang Building, Minlian Building, Chengtou Building, Digital Finance Building, Gangzheng Building, and Gangcheng International Trade Center.

(b)Qualification requirements to be met to implement government procurement policies:1. In accordance with Article ** of the Government Procurement Law of the People's Republic of China, it is not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) or China Government Procurement Network (www.ccgp. gov.cn).
(c)本項(xiàng)目的特定資格要求：（1）具有獨(dú)立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
（2）本項(xiàng)目非專門面向中小企業(yè)采購；
（3）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動；為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項(xiàng)目的其他采購活動；
（4）法人依法設(shè)立的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機(jī)構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔(dān)全部民事責(zé)任的書面授權(quán)。法人與其分支機(jī)構(gòu)不得同時參與同一項(xiàng)目的采購活動；
