(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目（是）專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）強制采購節(jié)能產(chǎn)品、環(huán)境認證產(chǎn)品政策、鼓勵節(jié)能政策、鼓勵環(huán)保政策、支持監(jiān)獄企業(yè)發(fā)展政策、殘疾人福利性單位政策、購買國貨政策。

(c)本項目的特定資格要求：3、其他資格要求：
（1）本次招標需要網(wǎng)上投標，投標人必須獲得上海市電子簽名認證證書（CA認證證書）；
（2）具有有效的營業(yè)執(zhí)照或相關證件；
（3）具有承接本項目的人員、設備、場所等相關條件；
（4）投標截止之日前三年內(nèi)，在政府采購活動中無不良行為記錄；
（5）公司資產(chǎn)狀況良好，依法繳納稅收和社會保障資金，具有良好的商業(yè)信譽和健全的財務會計制度；
（6）法人依法設立的分支機構(gòu)以自己的名義參與投標時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構(gòu)在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔全部民事責任的書面聲明。法人與其分支機構(gòu)不得同時參與同一項目的采購活動。
（7）本項目專門面向中小企業(yè)采購。
（8）是否允許聯(lián)合體投標：不允許。
