Brief specification description or basic overview of the project:The main job responsibilities include the operation and management services of micro fire stations at 9 locations in Huinan Town. Please refer to "Chapter 2 Project Bidding Requirements" in the bidding documents for details.

(b)落實(shí)政府采購(gòu)政策需滿(mǎn)足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目（是）專(zhuān)門(mén)面向中小企業(yè)采購(gòu)，評(píng)審時(shí)中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）強(qiáng)制采購(gòu)節(jié)能產(chǎn)品、環(huán)境認(rèn)證產(chǎn)品政策、鼓勵(lì)節(jié)能政策、鼓勵(lì)環(huán)保政策、支持監(jiān)獄企業(yè)發(fā)展政策、殘疾人福利性單位政策、購(gòu)買(mǎi)國(guó)貨政策。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and during the evaluation process, no price discounts will be implemented for their products. (2) Compulsory procurement of energy-saving products, environmental certification product policies, encouragement of energy-saving policies, encouragement of environmental protection policies, support for the development of prison enterprises policies, policies for welfare units for people with disabilities, and policies for purchasing domestic products.
(c)本項(xiàng)目的特定資格要求：3、其他資格要求：
（1）本次招標(biāo)需要網(wǎng)上投標(biāo)，投標(biāo)人必須獲得上海市電子簽名認(rèn)證證書(shū)（CA認(rèn)證證書(shū)）；
（2）具有有效的營(yíng)業(yè)執(zhí)照或相關(guān)證件；
（3）具有承接本項(xiàng)目的人員、設(shè)備、場(chǎng)所等相關(guān)條件；
（4）投標(biāo)截止之日前三年內(nèi)，在政府采購(gòu)活動(dòng)中無(wú)不良行為記錄；
（5）公司資產(chǎn)狀況良好，依法繳納稅收和社會(huì)保障資金，具有良好的商業(yè)信譽(yù)和健全的財(cái)務(wù)會(huì)計(jì)制度；
（6）法人依法設(shè)立的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時(shí)，應(yīng)提供依法登記的相關(guān)證明材料和由法人出具的授權(quán)其分支機(jī)構(gòu)在其經(jīng)營(yíng)范圍內(nèi)參加政府采購(gòu)活動(dòng)并承擔(dān)全部民事責(zé)任的書(shū)面聲明。法人與其分支機(jī)構(gòu)不得同時(shí)參與同一項(xiàng)目的采購(gòu)活動(dòng)。
（7）本項(xiàng)目專(zhuān)門(mén)面向中小企業(yè)采購(gòu)。

(c)Specific qualification requirements for this program:3.
