簡要規(guī)則描述：本項(xiàng)目主要服務(wù)內(nèi)容協(xié)助相關(guān)部門對類住宅項(xiàng)目進(jìn)行綜合治理，從信息采集、政策宣傳、矛盾調(diào)處、安全巡查等四個(gè)方面開展工作，每日排查房屋出租信息、實(shí)有人口變動情況、矛盾糾紛、社情動態(tài)、消防安全隱患，配合居村委開展政策宣傳，協(xié)助社區(qū)民警和居委干部調(diào)解矛盾糾紛。（具體內(nèi)容及要求詳見競爭性磋商文件第三部分—采購需求書）

(b)落實(shí)政府采購政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項(xiàng)目專門面向小微企業(yè)采購，評審時(shí)小微企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:（1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at small and micro-enterprises, no price discount preference will be given to small and micro-enterprises products during evaluation.

3.2 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單
3.3 本項(xiàng)目不接受聯(lián)合體形式投標(biāo)，不允許轉(zhuǎn)包。
3.4 供應(yīng)商單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項(xiàng)目投標(biāo)。為采購項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項(xiàng)目的其他采購活動。

3.3 This project does not accept Joint Bids；
3.4 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract;Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
