ThisRFTdocumentisissuedtosubcontractthe[VehicleRentalService]forEPCof**”ExportPipelineandTwo**”SpurlinePipelinesandAssociatedWorks.
1.1ChinaPetroleumPipelineEngineeringCompanyLimited-Iraqbranch(“CPP”)has,issuedthisRequestforTender(“RFT”)toselectedbidders(eacha“Bidder”)inordertoobtainbidsubmissionsinrelationtotheprojectdescribedinbriefinparagraph3belowandinmoredetailinthescopeofworksetoutinAppendix6tothisRFT(“ScopeofWork”).
1.2FollowingsubmissionoftheBids,CPPmayselectoneBiddertoenterintoalegalagreementwithCPPintheformsetoutinAttachment5tothisRFT(“Agreement”).TheAgreementshalldetailtheScopeofWork,thetermsandconditionsandagreedfeespursuanttowhichCPPmayengagetheselectedBidder(s)toperformallorpartoftheScopeofWork.

3OVERVIEWOFTHEWORK
3.1CPPhasbeenawardedbyConstructionServicesfor**-inchand**-inchliquefiedgaspipelinesProjects.TheProjectislocatedatTheWestQurnaPhase1oilfieldandtheRumailaoilfield.Iraq.
3.2Scopeofthework:
TheBiddershallsupplytoprovidevehicleleasingservicesforthe**-inchgaspipelineEPCprojectundertakenbytheIraqiBasraGasCompany.Thescopeofservicesincludes,butisnotlimitedto,theprovisionof8-tondumptrucksequippedwithliftingdevices,pickuptrucks,3-tonlight-dutytrucks,andmedium-sizedbuses.
3.3SelectedBidderwillbeengagedtocarryouttheVehiclerentalservice.
3.4TheScopeofWorksaretobecompletedwithintimeframeprovidedbyCPP.
4SUBMISSIONOFBIDDINGDOCUMENTS

Ifthebidderhasanyobjectiontothetechnical,commercialrequirementsintheRequestforTenderdocuments,thebidderisrequestedtoclarifyinwritingtotheTendereewithin7daysofreceiptoftheRequestforTenderdocuments,andnoclarificationwillbeacceptedafterthedeadline.IfnoclarificationisprovidedtotheTenderee,itwillbedeemedthatthebiddercanmeetallthetechnicalandcommercialrequirements.TheTendereehastherighttorejectthedeviationitemspointedbyBidderandregardthebiddingdocumentsasunqualified.

4.4ShouldtheBidderfailtosubmitbeforetheaforesaiddeadline,theProposalDocumentswillberejected.Thetimepresentedinthee-mailshallbeconsideredasthesubmissiontime.
4.5Beforethedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetocheckwhethertheproposalshavebeensuccessfullydeliveredtotheassignedemailaddressbysendingtheemailtotheundersign.
4.6Before3daysaheadofthedeadlineindicatedabove,theBidderisentitledtorequesttheTendereetopostponethedeadlinefornomorethan7daysintotalincaseofpuzzles/difficultieshappeningtothevendorsforpreparingthebiddingdocuments.
