3）鼓勵環(huán)保政策：在性能、技術(shù)、服務等指標同等條件下，優(yōu)先采購國家公布的環(huán)保產(chǎn)品清單中的產(chǎn)品。
4）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。
5）本項目不接受進口產(chǎn)品。

（4）施工現(xiàn)場項目管理機構(gòu)擬派人員配備要求：根據(jù)項目實際情況設置，最低應為5人（含）以上，且需包含*園林項目負責人、安全員、質(zhì)量員、材料員、中級園林綠化工（班組負責人）各1名。①上述人員配備要求系最低配備要求；②*崗位不得同時兼任二個及以上項目。③上述人員均應為企業(yè)在職人員；④本工程所涉及的園林專業(yè)是指：園林(園林規(guī)劃設計、園林植物、風景園林、園林綠化、綠化林業(yè)等）、園藝、城市規(guī)劃、景觀、植物（含植保、森保等）、環(huán)境藝術(shù)、風景旅游等專業(yè)；
（5）園林綠化施工企業(yè)項目負責人須具有上海市園林綠化工程從業(yè)人員項目負責人電子卡，且無本市在建項目記錄；
（6）安全生產(chǎn)許可證（有效期內(nèi)）；
（7）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應商，不得參加同一合同項下的政府采購活動；為本項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得參加本項目的采購活動。

(c)Specific qualification requirements for this program:(3) Must be a legal person or unincorporated organization legally established within the territory of China (branches are not allowed to participate in the bidding activities in their own name for this project);

根據(jù)上海市財政局規(guī)定，本項目招投標相關(guān)活動在上海市政府采購云平臺（網(wǎng)址：http://www.zfcg.sh.gov.cn）電子招投標系統(tǒng)進行。投標人應根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。投標人在政府采購云平臺的有關(guān)操作方法可以參照政府采購云平臺中的專欄有關(guān)內(nèi)容和操作要求辦理。 投標人應在投標截止時間前盡早加密上傳投標文件，電話通知項目負責人進行簽收，并及時查看政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成無法在開標前完成簽收的情形。未簽收的投標文件視為投標未完成。
