（4）具有建筑工程施工總承包資質(zhì)三級及其以上資質(zhì)；
（5）安全生產(chǎn)許可證（有效期內(nèi)）；
（6）投標人擬派項目經(jīng)理的建筑工程專業(yè)二級（含以上級）注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（7）單位負責人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為本項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項目的采購活動。

(7) Different suppliers with the same legal representative or in a relationship of direct holding or management shall not participate in government procurement activities under the same contract; suppliers that provide overall design, specification compilation, or services such as project management, supervision, and testing for this project shall not participate in

根據(jù)上海市財政局規(guī)定，本項目招投標相關(guān)活動在上海市政府采購云平臺（網(wǎng)址：http://www.zfcg.sh.gov.cn）電子招投標系統(tǒng)進行。投標人應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。投標人在政府采購云平臺的有關(guān)操作方法可以參照政府采購云平臺中的專欄有關(guān)內(nèi)容和操作要求辦理。 投標人應(yīng)在投標截止時間前盡早加密上傳投標文件，電話通知項目負責人進行簽收，并及時查看政府采購云平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成無法在開標前完成簽收的情形。未簽收的投標文件視為投標未完成。
