(b)Qualification requirements to be met to implement government procurement policies:This project is specifically targeted at small and micro enterprises; it promotes government procurement of energy-saving products and environmentally labeled products. It also facilitates the development of small and medium-sized enterprises, prison enterprises, welfare units for the disabled, and other relevant government procurement policies
(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、符合《關于對接國際高標準經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導意見》（滬財采〔****〕**號）第**條規(guī)定的供應商，不得參加本項目的采購活動；
5、項目不允許轉包。
(c)Specific qualification requirements for this program:3. The participant must be a legal person or unincorporated organization legally established within China (branches are not accepted to participate in procurement activities in their own name for this project); 4. Suppliers that comply with the provisions of Article ** of the "Guiding Opinions on Aligning with International High-Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas" (Shanghai Financial Procurement [****] No. **) are not allowed to participate in the procurement activities of this project; 5. Subcontracting is not allowed for this project.
