簡要規(guī)格描述或項目基本概況介紹、用途：本項目主要是通過公開招標的方式選擇一家合格的投標人為采購人提供綜合管理服務。服務內(nèi)容包括但不限于：按照浦東新區(qū)洋涇街道統(tǒng)一部署和要求，嚴格遵守各項規(guī)章制度，加強服務隊伍教育管理和培訓，不斷完善各項服務工作措施。聽從城管、協(xié)助城管對洋涇街道轄區(qū)內(nèi)違法經(jīng)營、違法排污、違法建筑、共享單車亂停放、亂停車、亂設攤、亂張貼、跨門營業(yè)等影響市容環(huán)境現(xiàn)象進行巡查、駐守，確保項目區(qū)域內(nèi)市容環(huán)境整潔、有序。（具體內(nèi)容及要求詳見招標文件第三章—服務需求書）。

合同履約期限：本項目采購預算所涵蓋的服務期限為****年**月起至****年**月。本次采購工作完成前由原服務單位繼續(xù)履行服務，在此期間所產(chǎn)生的相關費用，待項目采購完成后由中標人按中標價折算支付給原服務單位，費用按中標價/**5*原單位服務天數(shù)計算。
The Contract Period:The service period covered by the procurement budget of this project is from August **** to July ****. Before the completion of this procurement work, the original service unit will continue to provide services. The related expenses incurred during this period will be converted and paid to the original service unit by the winning bidder based on the winning bid price after the project procurement is completed. The expenses will be calculated based on the winning bid price/**5 * the number of service days of the original unit.

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本項目的特定資格要求：（3）須系我國境內(nèi)依法設立的法人或非法人組織；
（4）具備省市級公安部門核發(fā)的有效的《保安服務許可證》；
（5）本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a valid Security Service License issued by the provincial and municipal public security departments; (5) This project does not allow subcontracting.
