簡要規(guī)則描述：本項目主要是通過競爭性磋商的方式擇優(yōu)選擇一家合格的供應商提供上海市浦東新區(qū)第二中心小學（巨野校區(qū)）五年級學生至第二中心小學棗莊辦學點校車接送服務。（具體詳見第三章采購需求書）
Brief Specification Description:The main purpose of this project is to select a qualified supplier through competitive negotiation to provide school bus transportation services for fifth grade students from Shanghai Pudong New Area Second Central Primary School (Juye Campus) to the Zaozhuang Campus of the Second Central Primary School. (Please refer to Chapter 3 Procurement Requirements for details)

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本項目的特定資格要求：（3）須系我國境內(nèi)依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）須具有有效期內(nèi)的項目所在地道路運輸管理部門頒發(fā)的《道路運輸經(jīng)營許可證》（經(jīng)營范圍包括包車客運）；
（5）本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law (this project does not accept branch companies participating in procurement activities in their own name); (4) Must have a valid Road Transport Business License issued by the local road transport management department where the project is located (including chartered passenger transport); (5) This project does not allow subcontracting.
