簡要規(guī)則描述：本項目為四團樞紐站專項規(guī)劃同步開展的城市設計項目，以四團樞紐引領區(qū)域格局重塑，協(xié)調(diào)交通、城市功能、自然、文化等多元系統(tǒng)，構建城市發(fā)展空間框架，為后續(xù)控詳規(guī)劃編制提供支撐。
Brief Specification Description:This project is an urban design project carried out in parallel with the special planning for the SiTuan Hub Station, leading the reshaping of the regional pattern with the SiTuan Hub, coordinating the multiple systems of transportation, urban functions, nature, culture, etc., and constructing a spatial framework for urban development, which will provide support for the preparation of the subsequent control and detailed planning.
合同履約期限：自合同簽訂之日起一年。

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：根據(jù)《政府采購促進中小企業(yè)發(fā)展辦法》等規(guī)定，本項目專門面向中小企業(yè)采購。中小企業(yè)應當按照規(guī)定提供《中小企業(yè)聲明函》。
(b)Qualification requirements to be met to implement government procurement policies:In accordance with the "Government Procurement Methods for Promoting the Development of Small and Medium-sized Enterprises" and other regulations, this project is exclusively reserved for small and medium-sized enterprises. Small and medium-sized enterprises should provide the "Declaration Letter for Small and Medium-sized Enterprises" as stipulated.
(c)本項目的特定資格要求：3、本項目不接受聯(lián)合投標。4、若本項目服務范圍屬于鄉(xiāng)鎮(zhèn)、供應商登記注冊所在地城市或城區(qū)常住人口**0萬以下的城市，則供應商必須具有《城鄉(xiāng)規(guī)劃編制資質(zhì)證書》乙級及以上資質(zhì)。若本項目服務范圍不屬于以上情形，則供應商必須具有《城鄉(xiāng)規(guī)劃編制資質(zhì)證書》甲級資質(zhì)。
(c)Specific qualification requirements for this program:（iii）This project does not accept joint bidding.（iV）If the service scope of this project belongs to the township, the city where the supplier is registered or the city with less than 1 million permanent residents in the urban area, the supplier must have the qualification of Grade B or above of the Certificate of Qualification for Urban and Rural Planning Preparation. If the service scope of this project does not belong to the above cases, the supplier must have Grade A qualification of the Qualification Certificate of Urban and Rural Planning Preparation.
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
