簡要規(guī)格描述或項目基本概況介紹、用途：根據(jù)《上海市建設項目環(huán)境保護事中事后監(jiān)督管理辦法>的通知》（滬環(huán)規(guī)〔****〕**號）、《上海市環(huán)境保護局關于落實<建設項目竣工環(huán)境保護驗收暫行辦法>的通知》（滬環(huán)保評〔****〕**5）、《****年上海市輻射安全監(jiān)管工作要點》及新區(qū)生態(tài)環(huán)境局行政許可事項批后監(jiān)管工作安排等要求，本項目擬通過公開招標的方式，選取具備監(jiān)測能力的資質(zhì)機構，對電磁和電離輻射類項目進行中后期監(jiān)督監(jiān)測管理進行技術復核。本包件擬對電磁類建設項目網(wǎng)上環(huán)評備案以及竣工驗收公示內(nèi)容進行技術復核，對監(jiān)測報告進行敏感點位復測，形成監(jiān)測報告、技術復核記錄表及年度技術復核評估報告。涉及電磁類項目輸變電項目不少于**0個點位，基站不少于**0個點位且總項目數(shù)不少于**個。參加本次投標的投標人，可對一個包件進行投標，也可對多個包件同時進行投標，但每個投標人針對上述包件只能中標一個包件。（具體詳見第三章服務需求書）

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目標項一和標項二不是專門面向中小企業(yè)采購，評審時小型和微型企業(yè)產(chǎn)品享受**%的價格折扣。（2）殘疾人福利性單位，并將其視同小微型企業(yè)。
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: The first and second objectives of this project are not specifically aimed at purchasing from small and medium-sized enterprises, and small and micro enterprise products will enjoy a **% price discount during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.
(c)本項目的特定資格要求：（3）須系我國境內(nèi)依法設立的法人或非法人組織；
（4）具有省以上（包含省）質(zhì)量技術監(jiān)督局認定的檢驗檢測機構資質(zhì)認定證書（CMA）并提供項目所需參數(shù)附表，應包含電磁類檢測能力（僅包件1適用）、電離類檢測能力（僅包件2適用）；
（5）本項目不允許轉包。
(c)Specific qualification requirements for this program:(3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level (including the provincial level), and providing the required parameter schedule for the project, it should include electromagnetic testing capability (applicable only to Package 1) and ionization testing capability (applicable only to Package 2); (5) This project does not allow subcontracting.
(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
