CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted byCNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Projectby International Competitive Bidding. The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference) ;
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.投標(biāo)人應(yīng)為所投產(chǎn)品（分析儀系統(tǒng)/分析小屋）的制造商。如果投標(biāo)人是制造廠商所在集團(tuán)內(nèi)負(fù)責(zé)銷售的公司，投標(biāo)人應(yīng)提供聲明，說(shuō)明投標(biāo)人與制造廠商隸屬同一集團(tuán)，負(fù)責(zé)投標(biāo)貨物的銷售工作。
The bidder shall be the manufacturer of the products (analyzersystem/analysis cabin). If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

****年1月1日至投標(biāo)截止日（以合同簽署時(shí)間為準(zhǔn)），投標(biāo)文件應(yīng)同時(shí)滿足以下業(yè)績(jī)要求（可接受以下兩項(xiàng)要求同時(shí)體現(xiàn)在一個(gè)合同）：
（1）投標(biāo)人所投的色譜分析儀的制造商具有至少1個(gè)在中國(guó)境內(nèi)環(huán)氧丙烷苯乙烯裝置（SMPO或POSM）的合同業(yè)績(jī)，單個(gè)合同包含不少于5臺(tái)色譜分析儀；
（2）投標(biāo)人具有至少1個(gè)在中國(guó)境內(nèi)分析小屋系統(tǒng)集成的合同業(yè)績(jī)，單個(gè)合同中色譜分析儀數(shù)量不少于5臺(tái)。
同一集團(tuán)全球范圍內(nèi)不同制造商（即同一集團(tuán)旗下的全資子公司或控股子公司或制造工廠）制造的色譜分析儀的業(yè)績(jī)，視為投標(biāo)人所投色譜分析儀的制造商的業(yè)績(jī)；投標(biāo)人應(yīng)提供說(shuō)明函，說(shuō)明本次所投色譜分析儀的制造商與滿足上述業(yè)績(jī)要求的產(chǎn)品制造商屬于同一集團(tuán)。
From January 1 st , ****to the deadline for submission of the bid (subject to the signing time of the contract), the tender documents should simultaneously meet the following performance requirements（If the following two requirements are in one same contract, it can be accepted.）：
(1) The chromatographic analyzer submitted by the bidder must have at least one contract performance of SMPO or POSM plant in China, with each contract containing not less than five chromatographic analyzers;
(2) The bidder must have at least one contract performance of system integration of analytical cabins in China, with not less than five chromatographic analyzers in a single contract.
The performance of the chromatographic analyzersubmitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of thechromatographic analyzersubmitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the chromatographic analyzersubmitted in this bid and the manufacturer of the chromatographic analyzermeeting the above performance requirements belong to the same group.
投標(biāo)人須按規(guī)定格式提交業(yè)績(jī)表，并提交相關(guān)業(yè)績(jī)證明文件。業(yè)績(jī)證明文件包括但不限于：銷售合同復(fù)印件及技術(shù)文件等。投標(biāo)人所提交的業(yè)績(jī)證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時(shí)間、合同簽署頁(yè)（國(guó)內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國(guó)際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、色譜儀數(shù)量等。
若業(yè)績(jī)合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號(hào)應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個(gè)年度協(xié)議下提供1個(gè)或以上的訂單及與訂單對(duì)應(yīng)的到貨驗(yàn)收材料均算為1個(gè)有效業(yè)績(jī)。
The Bidder shall furnish reference list in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract andacceptance evidence of goods delivery signed or sealed by the user.Thereference evidence documents furnished byBidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods,the number of chromatographs.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidenceunder the same annual agreement is considered as one valid performance.
未提交業(yè)績(jī)證明文件，或通過(guò)所提供的業(yè)績(jī)證明文件無(wú)法認(rèn)定滿足上述業(yè)績(jī)要求的，均視為無(wú)效業(yè)績(jī)。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)

The decryption time limit of the bid documents is ** minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.

Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
