（1）本次磋商需要網(wǎng)上響應，供應商必須獲得上海市電子簽名認證證書（CA認證證書）；
（2）供應商具備有效的營業(yè)執(zhí)照及有效的安全生產(chǎn)許可證；
（3）供應商具有市政公用工程施工總承包三級及以上資質(zhì)；
（4）項目負責人具有市政公用工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格；
（5）提交響應文件截止之日前三年內(nèi)，在政府采購活動中無不良行為記錄；
（6）公司資產(chǎn)狀況良好，具有履行合同所必需的設備；依法繳納稅收和社會保障資金，具有良好的商業(yè)信譽和健全的財務會計制度；
（7）法人依法設立的分支機構以自己的名義參與磋商時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構在其經(jīng)營范圍內(nèi)參加政府采購活動并承擔全部民事責任的書面聲明。法人與其分支機構不得同時參與同一項目的采購活動。
（8）本項目是專門面向小微企業(yè)采購。
