CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted byCNOOC and Shell Petrochemicals Company Limited(hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under CSPC Huizhou Phase 3 Ethylene Projectby International Competitive Bidding. Bidders are kindly requested to provide the following Goods and services with sealed bids.

項目概況：中海殼牌石油化工有限公司（以下簡稱“中海殼牌”）擬在廣東惠州大亞灣石化產(chǎn)業(yè)園區(qū)新建中海殼牌惠州三期乙烯項目，以實現(xiàn)其打造世界級、高度一體化的石化基地的愿景。
Project Summary：CNOOC and Shell Petrochemical Company Limited (hereinafter referred to as “CSPC”) intends to build CSPC Huizhou Phase 3Ethylene Project in Daya Bay Petrochemical Industrial Park, Huizhou, Guangdong Province to realize the vision of creating a world-class and highly integrated petrochemical base.

質(zhì)譜分析儀應(yīng)以微處理器系統(tǒng)為基礎(chǔ)。質(zhì)譜分析儀精度≤+0.1%。如果量程范 圍大于0~1%，重復性≤+0.1%。如果量程范圍小于0~1%，重復性≤+0.1%。每一流路的分析時間，包括流路切換，不應(yīng)超過** 秒。在線質(zhì)譜儀應(yīng)自帶多 流路快速進樣器（**流路以上），進樣器應(yīng)集成在質(zhì)譜儀本體上，進樣器出口 到質(zhì)量分離器入口的距離應(yīng)最短。
MS shall be microprocessor based. MS accuracy shall be + 0.1 % of span or better.Repeatability shall be + 0.1 % of span or better for spans larger than 0 – 1 %.Repeatability of +0.1% of span is acceptable for spans narrower than 0 – 1 %. Analysis time including stream switching to be within ** seconds per stream. Online MS shall equipped with Fast Multi-stream Sampler（above ** stream）, the sampler shall be integrated with MS enclosure to minimize the distance between sampler outlet and separator inlet.

3. 對投標人的資格和業(yè)績要求：

（1）資格要求
Requirements for Qualification of Bidder
A．如果投標人為境內(nèi)注冊公司，投標人需提供合法有效的企業(yè)法人營業(yè)執(zhí)照、稅務(wù)登記證及組織機構(gòu)代碼證或證照合一的營業(yè)執(zhí)照，投標時需提供原件掃描件（原件備查）；
如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；

The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combinedcertificate and business license. The scanned copy of the original shall be provided during bidding (the original copy for reference);
The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.
B.投標人應(yīng)為質(zhì)譜分析儀的制造廠商（包括制造廠商所在集團內(nèi)負責銷售的公司）或乙烯裝置質(zhì)譜分析儀系統(tǒng)集成商。如投標人為乙烯裝置質(zhì)譜分析儀系統(tǒng)集成商，須取得質(zhì)譜分析儀的制造廠商的唯一授權(quán)。如果投標人是制造廠商所在集團內(nèi)負責銷售的公司，投標人應(yīng)提供聲明，說明投標人與制造廠商隸屬同一集團，負責投標貨物的銷售工作。
The bidder shall be the manufacturerof the mass-spectrometry analyzers(includingthe sales company within the same group as the manufacturer of bid goods) or system integrators of mass-spectrometry analyzers for ethylene plants. If the bidder is an integrator of the mass-spectrometry analyzer system for the ethylene plant, it must obtain the sole authorization from the manufacturer of the mass-spectrometry analyzer.If the bidder is the sales company within the same group as the manufacturer, the bidder should provide relevant documents to prove that the sales company is within the same group as the Manufacturer and it is responsible for the sales of the bid goods.

（2）資質(zhì)要求Qualification requirement:
投標人必須提供所供防爆電子式儀表的國家授權(quán)防爆認證機構(gòu)頒發(fā)的《產(chǎn)品防爆合格證》。國家授權(quán)防爆認證機構(gòu)也包括由國家認證認可監(jiān)督管理委員會授權(quán)的國際權(quán)威認證機構(gòu)，如：NEPSI、CQST、PCEC、IECEx、ATEX。
Bidders must provide the "Product Explosion-proof Qualification Certificate" issued by the national authorized explosion-proof certification institution for the explosion-proof electronic instruments they supply. National authorized explosion-proof certification bodies also include international authoritative certification bodies authorized by the Certification and Accreditation Administration of the People's Republic of China, such as NEPSI、CQST、PCEC、IECEx、ATEX.
（3）業(yè)績要求Requirement for Bidder's reference:
****年1月1日至投標截止日（以合同簽署時間為準），投標人所投質(zhì)譜分析儀在中國境內(nèi)至少具有1個用于乙烯裝置的質(zhì)譜分析儀合同業(yè)績，且質(zhì)譜分析儀的供貨數(shù)量不少于2臺。
From January 1, **** to the bid submission deadline (based on the contract signing date), the bidderof the mass spectrometry analyzer being bid must have at least one contract performance record for mass spectrometry analyzers used in ethylene plants within the territory of China, and the supply quantity of mass spectrometry analyzers must be no less than two units.
投標人須按規(guī)定格式提交業(yè)績表，并提交相關(guān)業(yè)績證明文件。業(yè)績證明文件包括但不限于：銷售合同復印件（含相關(guān)技術(shù)附件）。投標人所提交的業(yè)績證明文件必須至少體現(xiàn)以下內(nèi)容：合同簽署時間、合同簽署頁（國內(nèi)貿(mào)易合同應(yīng)有雙方蓋章，國際貿(mào)易合同應(yīng)有雙方簽字或蓋章）、制造商名稱、裝置名稱、貨物名稱、質(zhì)譜分析儀數(shù)量。
若業(yè)績合同為年度協(xié)議，除提供年度協(xié)議外，還應(yīng)提供相應(yīng)的已到貨訂單，訂單內(nèi)容或編號應(yīng)與年度協(xié)議相關(guān)聯(lián)。同一個年度協(xié)議下提供1個或以上的訂單及與訂單對應(yīng)的到貨驗收材料均算為1個有效業(yè)績。
The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract(including technical appendix).Thereference evidence documents furnished byBidder shall as least demonstrate the content as follows: Date of signing contract, contract signing page(domestic trade contracts should have signatures or seals from both parties, international trade contracts should have signatures or seals from both parties), name of manufacturer, name of the plant, name of goods,number of mass spectrometry analyzers.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding acceptance evidenceunder the same annual agreement is considered as one valid performance.
未提交業(yè)績證明文件，或通過所提供的業(yè)績證明文件無法認定滿足上述業(yè)績要求的，均視為無效業(yè)績。
If no documentary evidence furnished, or documentary evidence furnished can not demonstrate the above performance requirements, the relevant reference will be deemed invalid.

The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding Document from July **, ****to July **, ****. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online.The bidder shall fill in the registration form for purchasing bidding documents online and pay online. 5. 投標文件遞交截止時間和方式：所有投標文件都應(yīng)附有按規(guī)定提交的投標保證金，并于****年8月8日上午9:**（北京時間）前線上提交至中國國際招標網(wǎng)站（http://www.chinabidding.com）。在此時間后收到的投標文件恕不接受。

Before bidding, the bidder should complete registration and information verification at https://www.ebnew.com or https://www.chinabidding.com .The bid evaluation results will be published on the website(http://www.chinabidding.com) and China National Offshore Oil Corporation Procurement Platform (https://buy.cnooc.com.cn) .
**. 提示Notes
投標人進入開標大廳后，需要進行簽到操作，等待開標主持人指令。允許解密后，投標人點擊解密按鈕進行解密投標文件（需解密前在電腦上插入當前賬號綁定的CA），輸入正確的CA密碼。（請注意：如投標人未在投標截止時間/開標時間前進行簽到，原則上將無法進行解密，將被視為撤回其投標文件。）
The bidder need to sign in and wait for instruction issued by the host after entering the the virtual bid opening hall online. After the decryption is allowed,the bidder click the decryption button to decrypt the bid document(insert the CA bound to the current account on the computer before decryption) and enter the correct CA password.(PS:The bidder will not be able to decrypt in principle and be considered to withdraw the bid documents if fails to sign in before the deadline for the submission of bids or the date of bid opening.)
投標文件解密時限為**分鐘。投標人未在上述解密時限內(nèi)完成解密視為解密失敗，根據(jù)？電子招標投標辦法？的規(guī)定，視為投標人撤回投標文件。
The decryption time limit of the bid documents is ** minutes.It's deemed to fail to decrypt when the bidder fails to decrypt within the given time. Under the circumstances, it's deemed that the bidder withdraw the bid documents according to the regulation of Electronic Tendering and Bidding Methods.
投標人對開標有異議的，應(yīng)當在開標現(xiàn)場提出，招標人當場做出答復，并制作記錄。未在線上開標現(xiàn)場提出的開標異議，不予受理。
Any objection to the bid opening raised by the bidder shall be raised at the bid opening site and the tenderee shall answer on the spot and make a record. It’s not accepted that the bidder has not raised objections at the bid opening site online.
