4）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小企業(yè)采購，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。

(c)本項(xiàng)目的特定資格要求：（1）滿足《中華人民共和國政府采購法》第二十二條的規(guī)定 ；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購嚴(yán)重違法失信行為記錄名單[以提交響應(yīng)文件截止之日前三年內(nèi)的信用記錄為準(zhǔn)］。
（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加招標(biāo)活動(dòng)）；
（4）具有建筑工程施工總承包資質(zhì)三級(jí)及其以上資質(zhì)；
（5）安全生產(chǎn)許可證（有效期內(nèi)）；
（6）投標(biāo)人擬派項(xiàng)目經(jīng)理的建筑工程專業(yè)二級(jí)（含以上級(jí)）注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書；
（7）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)。

根據(jù)上海市財(cái)政局規(guī)定，本項(xiàng)目招投標(biāo)相關(guān)活動(dòng)在上海市政府采購云平臺(tái)（網(wǎng)址：http://www.zfcg.sh.gov.cn）電子招投標(biāo)系統(tǒng)進(jìn)行。投標(biāo)人應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。投標(biāo)人在政府采購云平臺(tái)的有關(guān)操作方法可以參照政府采購云平臺(tái)中的專欄有關(guān)內(nèi)容和操作要求辦理。 投標(biāo)人應(yīng)在投標(biāo)截止時(shí)間前盡早加密上傳投標(biāo)文件，電話通知項(xiàng)目負(fù)責(zé)人進(jìn)行簽收，并及時(shí)查看政府采購云平臺(tái)上的簽收情況，打印簽收回執(zhí)，以免因臨近投標(biāo)截止時(shí)間上傳造成無法在開標(biāo)前完成簽收的情形。未簽收的投標(biāo)文件視為投標(biāo)未完成。
