簡(jiǎn)要規(guī)則描述：本項(xiàng)目重點(diǎn)圍繞無(wú)人機(jī)投入臨港交通管理開(kāi)展，主要以無(wú)人機(jī)機(jī)庫(kù)為基礎(chǔ)平臺(tái)，無(wú)人機(jī)單兵輔助，通過(guò)規(guī)?；M網(wǎng)部署及指揮調(diào)度平臺(tái)搭建和運(yùn)營(yíng)維護(hù)，提供專業(yè)化無(wú)人機(jī)巡視服務(wù)，基本實(shí)現(xiàn)“空中視角全覆蓋、遠(yuǎn)程調(diào)度無(wú)障礙、響應(yīng)能力更快捷、場(chǎng)景應(yīng)用更豐富”，探索打造高效應(yīng)用場(chǎng)景，助力形成更立體、更機(jī)動(dòng)、更智能的交通管理新模式。
Brief Specification Description:This project focuses on the application of drones in port traffic management, primarily utilizing drone hangars as the basic platform and drone individual assistance. Through large-scale network deployment, command and dispatch platform construction, operation, and maintenance, it provides professional drone patrol services, basically achieving "full coverage from an aerial perspective, barrier-free remote dispatch, faster response capabilities, and richer scenario applications". It explores the creation of efficient application scenarios and helps form a new model of more three-dimensional, more mobile, and more intelligent traffic management.

(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，扶持中小企業(yè)政策：本項(xiàng)目是專門(mén)面向小微企業(yè)采購(gòu)，評(píng)審時(shí)小微企業(yè)均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)；
(b)Qualification requirements to be met to implement government procurement policies:(1) Implement measures to reserve a certain share, increase the proportion of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at procurement for small and micro enterprises. (c)本項(xiàng)目的特定資格要求：1、符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定；
2、未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
3、須系我國(guó)境內(nèi)依法設(shè)立的法人或非法人組織（本項(xiàng)目不接受分公司以自己名義參加采購(gòu)活動(dòng)）；
4、符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見(jiàn)》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)；
