(b)Qualification requirements to be met to implement government procurement policies:If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, promotion of small and medium-sized enterprise development, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.

(c)本項目的特定資格要求：1）投標(biāo)人單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)；
2）投標(biāo)文件遞交截止時間前三年內(nèi)，未被國家財政部指定的“信用中國”網(wǎng)站（www.creditchina.gov.cn）、“中國政府采購網(wǎng)”（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單或政府采購嚴(yán)重違法失信名單；
3）投標(biāo)人須具有人力資源和社會保障部門頒發(fā)的《勞務(wù)派遣經(jīng)營許可證》；
4）本項目專門面向小、微企業(yè)采購，小微企業(yè)應(yīng)按照要求提交《中小企業(yè)聲明函》。
