簡要規(guī)格描述或項目基本概況介紹、用途：本項目主要圍繞浦東新區(qū)耕地保護(hù)與管理需求，構(gòu)建“元—巡—管—聯(lián)”的浦東智慧耕保，開展地面監(jiān)測工作，通過及時發(fā)現(xiàn)和制止非法占用耕地、破壞耕地的行為，有效監(jiān)測耕地“非糧化”、“非農(nóng)化”問題；通過及時分析耕地變化信息和日常監(jiān)測發(fā)現(xiàn)變化情況，實現(xiàn)動態(tài)匯總分析，形成調(diào)查監(jiān)測成果和工作報告，保障耕地利用現(xiàn)狀數(shù)據(jù)更新，為建設(shè)用地審批、土地利用規(guī)劃修編、檢查監(jiān)督基本農(nóng)田保護(hù)、各專項監(jiān)督檢查等管理工作提供全面、有效的支撐和服務(wù)。最高限價：地面監(jiān)測處置**5,**7.**元，大棚基礎(chǔ)數(shù)據(jù)1：****全野外數(shù)據(jù)采集1,**0,**4.**元，大棚情況現(xiàn)場調(diào)查**5,**0.**元。（具體詳見第三章采購需求書）
Brief specification description or basic overview of the project:This project mainly focuses on the needs of farmland protection and management in Pudong New Area, building a "Yuan - patrol - management - connection" Pudong Smart farmland protection system. It conducts ground monitoring work, effectively monitoring the issues of "non-grain use" and "non-agricultural use" of farmland by promptly identifying and stopping illegal occupation and destruction of farmland. By timely analyzing the information on changes in cultivated land and the changes discovered through daily monitoring, dynamic summary and analysis can be achieved, and investigation and monitoring results as well as work reports can be formed. For details, please refer to the procurement documents.

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
2、須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
3、本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Subcontracting is not allowed for this project.
