(b)落實政府采購政策需滿足的資格要求：本采購項目執(zhí)行政府扶持殘疾人福利企業(yè)、支持中小微企業(yè)（本項目專門面向中小企業(yè)采購）、支持監(jiān)獄和戒毒企業(yè)、扶持不發(fā)達(dá)地區(qū)和少數(shù)民族地區(qū)等相關(guān)政策。
(b)Qualification requirements to be met to implement government procurement policies:This procurement project implements relevant policies of the government in supporting welfare enterprises for the disabled, supporting small, medium and micro enterprises (this project is specifically targeted at small and medium-sized enterprises for procurement), supporting prison and drug rehabilitation enterprises, and supporting underdeveloped and ethnic minority areas.
(c)本項目的特定資格要求：1）單位負(fù)責(zé)人為同一人或存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動。
2）具備建筑工程施工總承包三級及以上資質(zhì)；
3）具備有效期內(nèi)的安全生產(chǎn)許可證；
4）項目擬派項目經(jīng)理：建筑工程注冊建造師（二級及以上）執(zhí)業(yè)資格證書。該項目負(fù)責(zé)人以在上海市建筑建材業(yè)網(wǎng)站上查詢?yōu)闇?zhǔn)，在冊且無在建項目記錄（同一工程相鄰分段發(fā)包或分期施工的除外） (磋商響應(yīng)文件遞交時不得調(diào)整，不得有在建項目)。
(c)Specific qualification requirements for this program:（1）Suppliers whose legal representatives are the same person or who have direct controlling or management relationships shall not participate in the government procurement activities under the same contract. (2) Possess a Grade 3 or above general contracting qualification for construction projects; (3) Possess a valid work safety license; (4) The proposed project manager for the project: A registered constructor (Level two or above) with a professional qualification certificate for construction engineering. The project leader shall be verified on the website of Shanghai Construction and Building Materials Industry. The person in charge shall be registered and have no record of ongoing projects (except for adjacent sections or phases of the same project). (The consultation response documents shall not be adjusted at the time of submission and there shall be no ongoing projects.)
