簡要規(guī)則描述：1、在工程建設(shè)項目設(shè)計方案并聯(lián)征詢階段進行海綿城市專項技術(shù)審查，在工程建設(shè)項目竣工驗收階段進行海綿城市低影響開發(fā)設(shè)施專項驗收評估；2、在工程建設(shè)項目辦理施工許可后，配合管理部門開展海綿城市設(shè)計質(zhì)量抽查；3、在工程建設(shè)項目施工和運維階段，組織專業(yè)技術(shù)人員通過常態(tài)化巡查的方式對海綿城市低影響開發(fā)設(shè)施建設(shè)和運維情況進行跟蹤評估和指導(dǎo)。
Brief Specification Description:1. Conduct a special technical review of sponge city during the parallel consultation stage of engineering construction project design schemes, and conduct a special acceptance evaluation of low impact development facilities in sponge city during the completion and acceptance stage of engineering construction projects; 2. After obtaining the construction permit for the engineering construction project, cooperate with the management department to carry out quality inspections of sponge city design; 3. During the construction and operation phases of engineering projects, professional technical personnel are organized to track, evaluate, and guide the construction and operation of low impact development facilities in sponge cities through regular inspections.

（2）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
