(b)Qualification requirements to be met to implement government procurement policies:This project implements relevant policies to promote the development of small and medium-sized enterprises (SMEs), energy-saving policies, and the development of welfare enterprises in government procurement. In accordance with the requirements of the Circular No. ** [****] of the Ministry of Finance (Cai Ku), this project is specifically targeted at SMEs.
(c)本項目的特定資格要求：①未被列入“信用中國”網站(www.creditchina.gov.cn)失信被執(zhí)行人名單、重大稅收違法案件當事人名單和中國政府采購網(www.ccgp.gov.cn)政府采購嚴重違法失信行為記錄名單的供應商，被列入上述名單的供應商不得參與政府采購投標活動；
②具有依法注冊成立的獨立法人資格,具備中華人民共和國企業(yè)法人營業(yè)執(zhí)照及相應的經營范圍，企業(yè)營業(yè)執(zhí)照需經年審合格；
③具備建筑工程施工總承包叁級及以上資質；
④項目經理須具備建筑工程專業(yè)二級及以上注冊建造師執(zhí)業(yè)資格；
⑤根據財庫[****]**號文要求，本項目專門面向中小企業(yè)，投標人需提供《中小企業(yè)聲明函》；
⑥本項目不接受聯合體投標。
(c)Specific qualification requirements for this program:① Suppliers not listed on the失信被執(zhí)行人名單（blacklist of dishonest被執(zhí)行人）, 重大稅收違法案件當事人名單（list of parties involved in major tax violation cases）on the “信用中國” website (www.creditchina.gov.cn), and the政府采購嚴重違法失信行為記錄名單（list of serious illegal and dishonest acts in government procurement）on the China Government Procurement website (www.ccgp.gov.cn). Suppliers listed on the above lists are not allowed to participate in government procurement bidding activities.
② Possess independent legal person status duly registered in accordance with the law, hold a business license of enterprise legal person of the People's Republic of China and the corresponding scope of business operations, and the enterprise business license must pass the annual review.
③ Have the qualification of Grade Three or above in general contracting for construction projects.
④ The project manager must hold the practice qualification of registered constructor of Grade Two or above in the field of construction engineering.

注：響應供應商須保證所提交的響應文件、資料的內容真實、完整、有效、一致，如遞交虛假的響應文件、資料或填寫信息錯誤導致的與本項目有關的任何損失由供應商承擔。
