(b)Qualification requirements to be met to implement government procurement policies:(1) This project is aimed at large, medium, small, and micro enterprises. For small and micro enterprises, according to the "Management Measures for Government Procurement to Promote the Development of Small and Medium sized Enterprises" (Caiku [****] No. **) and the "Notice on Further Increasing Government Procurement Support for Small and Medium sized Enterprises" (Caiku [****] No. **), a **% deduction will be given from their quotations. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises

(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設立的法人或非法人組織，具有與委托業(yè)務相關的履約能力；4、本項目不接受組成聯(lián)合體；5、法定代表人或企業(yè)負責人為同一人或者存在控股、管理關系的不同供應商，不得參加同一標段磋商；6、具備城鄉(xiāng)規(guī)劃編制資質證書乙級及其以上。

(c)Specific qualification requirements for this program:3. It must be a legal entity or unincorporated organization established within the territory of China in accordance with the law, and have the ability to perform the entrusted business; 4. This project does not accept the formation of a consortium; 5. The legal representative or enterprise leader of the same person or different suppliers with controlling or management relationships shall not participate in the negotiation of the same section; 6.
