簡要規(guī)則描述：為嚴格落實“謀劃、規(guī)劃、設(shè)計、建設(shè)”的工作要求，立足彰顯鄉(xiāng)村經(jīng)濟、生態(tài)、社會、文化“四個價值”，樹立“村莊經(jīng)營”理念，統(tǒng)籌謀劃示范村功能定位和發(fā)展方向，擬聘請具備相關(guān)設(shè)計資質(zhì)的、具有鄉(xiāng)村設(shè)計工作經(jīng)驗的單位開展相關(guān)工作，形成村莊設(shè)計成果。

(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設(shè)立的法人或非法人組織，具有與委托業(yè)務(wù)相關(guān)的履約能力；4、本項目不接受組成聯(lián)合體；5、法定代表人或企業(yè)負責(zé)人為同一人或者存在控股、管理關(guān)系的不同供應(yīng)商，不得參加同一標段磋商；6、具備城鄉(xiāng)規(guī)劃編制資質(zhì)證書乙級及其以上。
(c)Specific qualification requirements for this program:3.
