(c)本項目的特定資格要求：3、根據(jù)《上海市政府采購供應(yīng)商登記及誠信管理辦法》已登記入庫的供應(yīng)商；4、其他資格要求：1）供應(yīng)商須為法人、其他組織或者自然人，法人的分公司或者分支機構(gòu)須取得總公司授權(quán)； 2）本項目專門面向中小企業(yè)采購。（殘疾人福利性單位、監(jiān)獄企業(yè)視同小型、微型企業(yè)。）如投標人為中小企業(yè)，且滿足《政府采購促進中小企業(yè)發(fā)展管理辦法》（財庫[****]**號）規(guī)定條件的，必須提供《中小企業(yè)聲明函》3）本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:3. 1、根據(jù)上海市財政局《關(guān)于上海市政府采購信息管理平臺招投標系統(tǒng)正式運行的通知》(滬財采[****]**號)的規(guī)定，本項目招投標相關(guān)活動在電子采購平臺(網(wǎng)址:www.zfcg.sh.gov.cn)電子招投標系統(tǒng)進行。響應(yīng)人應(yīng)根據(jù)《上海市電子政府采購管理暫行辦法》等有關(guān)規(guī)定和要求執(zhí)行。響應(yīng)人在電子采購平臺的有關(guān)操作方法可以參照電子采購平臺中的“在線服務(wù)”專欄的有關(guān)內(nèi)容和操作要求辦理。
2、響應(yīng)人應(yīng)在投標截止時間前盡早加密上傳響應(yīng)文件，電話通知采購人進行簽收，并及時查看采購人在電子采購平臺上的簽收情況，打印簽收回執(zhí)，以免因臨近投標截止時間上傳造成采購人無法完成簽收的情形。未簽收的響應(yīng)文件視為投標未完成。
