(b)落實政府采購政策需滿足的資格要求：本次采購若符合政府強制采購節(jié)能產(chǎn)品、鼓勵環(huán)保產(chǎn)品、扶持福利企業(yè)、促進殘疾人就業(yè)、促進中小企業(yè)發(fā)展、支持監(jiān)獄和戒毒企業(yè)等政策，將落實相關(guān)政策。

(b)Qualification requirements to be met to implement government procurement policies:If this procurement complies with government policies such as mandatory procurement of energy-saving products, encouragement of environmentally friendly products, support for welfare enterprises, promotion of employment for people with disabilities, promotion of small and medium-sized enterprise development, and support for prisons and drug rehabilitation enterprises, relevant policies will be implemented.

(c)本項目的特定資格要求：1）投標(biāo)人單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)或者未劃分標(biāo)段的同一招標(biāo)項目投標(biāo)；
2）投標(biāo)文件遞交截止時間前三年內(nèi)，未被國家財政部指定的“信用中國”網(wǎng)站（www.creditchina.gov.cn）、“中國政府采購網(wǎng)”（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單或政府采購嚴重違法失信名單；
3）投標(biāo)人須具有人力資源和社會保障部門頒發(fā)的《勞務(wù)派遣經(jīng)營許可證》；
4）本項目專門面向小、微企業(yè)采購，小微企業(yè)應(yīng)按照要求提交《中小企業(yè)聲明函》。

(c)Specific qualification requirements for this program:1)The person in charge of the bidding unit, or different units with direct controlling or management relationships, shall not participate in bidding for the same section or bidding for the same bidding project without dividing the section; 2) Within the three years prior to the deadline for submission of bidding documents, if not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or serious dishonest persons in government procurement designated by the Ministry of Finance's "Credit China" website (www.creditchina. gov.cn) or "China Government Procurement Network" (www.ccgp. gov.cn); 3) Bidders must possess a Labor Dispatch Business License issued by the Human Resources and Social Security Department; 4) This project is specifically aimed at small and micro enterprises for procurement, and small and micro enterprises should submit the "Small and Medium Enterprise Declaration Letter" as required.
