(a)Meet the provisions of Article ** of the "Government Procurement Law of the People's Republic of China";
(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：本項(xiàng)目執(zhí)行政府采購(gòu)促進(jìn)中小企業(yè)、節(jié)能政策、監(jiān)獄企業(yè)、福利企業(yè)發(fā)展的相關(guān)政策。
(b)Qualification requirements to be met to implement government procurement policies:This project implements relevant policies of government procurement to promote the development of small and medium-sized enterprises, energy-saving policies, prison enterprises, and welfare enterprises.
(c)本項(xiàng)目的特定資格要求：1）供應(yīng)商應(yīng)具有有效期內(nèi)中國(guó)新聞出版管理部門頒發(fā)的《中華人民共和國(guó)出版物經(jīng)營(yíng)許可證》。
2）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購(gòu)活動(dòng)；
3）符合《關(guān)于對(duì)接國(guó)際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進(jìn)試點(diǎn)地區(qū)政府采購(gòu)改革的指導(dǎo)意見》（滬財(cái)采〔****〕**號(hào)）第**條規(guī)定的供應(yīng)商，不得參加本項(xiàng)目的采購(gòu)活動(dòng)。
4）本次采購(gòu)不接受聯(lián)合體投標(biāo)，不允許合同轉(zhuǎn)讓與分包。
5）本項(xiàng)目面向大、中、小企業(yè)采購(gòu)。
(c)Specific qualification requirements for this program:1）Suppliers shall hold a valid Publication Operation License of the People's Republic of China issued by the Chinese press and publication administrative authorities.
2)Different suppliers with the same legal representative, or those with direct holding or management relationships, shall not participate in government procurement activities under the same contract.
3)Suppliers who meet the provisions of Article ** of the Guiding Opinions on Docking with International High - Standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Hu Cai Cai 〔****〕 No. **) shall not participate in the procurement activities of this project.
4)Joint bidding is not accepted for this procurement, and contract assignment or subcontracting is not allowed.
5)This project is open to procurement from large, medium and small enterprises.
