簡要規(guī)則描述：為貫徹落實《中國（上海）自由貿(mào)易試驗區(qū)臨港新片區(qū)國土空間總體規(guī)劃（****-****）》的精神，對臨港新片區(qū)進行更深層次、更高水平、更全方位的城市綜合開發(fā)管理，完善城市規(guī)劃設(shè)計過程中精細(xì)化管理環(huán)節(jié)，引導(dǎo)臨港新片區(qū)建筑風(fēng)貌突出開放性和國際化、突出未來感、突出濱海城市風(fēng)貌塑造，城市建設(shè)需對重點開發(fā)區(qū)域的整體風(fēng)貌進行統(tǒng)一管控，通過建筑風(fēng)貌評價標(biāo)準(zhǔn)可有效加強城市規(guī)劃與建設(shè)的實操性。在管委會相關(guān)部門的指導(dǎo)下，組織專家對重點建設(shè)項目召開風(fēng)貌專項評審會議，出具評審報告；開展建設(shè)項目建筑風(fēng)貌評價。針對臨港新片區(qū)在建、建成項目，進行及時跟蹤與建筑風(fēng)貌評價，糾正項目落地過程中產(chǎn)生的風(fēng)貌偏差；編制建成項目建筑風(fēng)貌評價報告，對后續(xù)項目建設(shè)形成指導(dǎo)；日常參與管委會重點建設(shè)項目研討工作，提供有效的技術(shù)支撐。

(c)本項目的特定資格要求：（1）具有獨立承擔(dān)民事責(zé)任的能力及相應(yīng)的履約能力；
（2）單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；為采購項目提供整體設(shè)計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得再參加該采購項目的其他采購活動；
（3）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動；
