(b)落實政府采購政策需滿足的資格要求：本項目執(zhí)行政府采購促進中小企業(yè)、節(jié)能政策、監(jiān)獄企業(yè)、福利企業(yè)發(fā)展的相關(guān)政策。

(b)Qualification requirements to be met to implement government procurement policies:This project implements relevant policies of government procurement to promote the development of small and medium-sized enterprises, energy-saving policies, prison enterprises, and welfare enterprises.

(c)本項目的特定資格要求：1）單位負責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項下的政府采購活動；
2）符合《關(guān)于對接國際高標(biāo)準(zhǔn)經(jīng)貿(mào)規(guī)則推進試點地區(qū)政府采購改革的指導(dǎo)意見》（滬財采〔****〕**號）第**條規(guī)定的供應(yīng)商，不得參加本項目的采購活動。
3）本次采購不接受聯(lián)合體投標(biāo)，不允許合同轉(zhuǎn)讓與分包。
4）本項目面向大、中、小企業(yè)采購。

(c)Specific qualification requirements for this program:1）Different suppliers with the same unit responsible person or having direct holding or management relationships shall not participate in government procurement activities under the same contract.
2）Suppliers that meet the provisions of Article ** of the Guiding Opinions on Docking with International High - standard Economic and Trade Rules to Promote Government Procurement Reform in Pilot Areas (Huicai Cai [****] No. **) shall not participate in the procurement activities of this project.
3）This procurement does not accept joint bids, and contract transfer or subcontracting is not allowed.
