（2）本項(xiàng)目專門面向小、微企業(yè)采購(gòu)。

(b)Qualification requirements to be met to implement government procurement policies:(1)Promoting energy-efficient products and environmental label products, supporting the development of small and medium-sized enterprises (SMEs), prison enterprises, and organizations employing people with disabilities, as well as assisting underdeveloped regions and ethnic minority areas
(2)This project is specifically aimed at small and micro enterprises for procurement.

(c)本項(xiàng)目的特定資格要求：3.1符合《中華人民共和國(guó)政府采購(gòu)法》第二十二條的規(guī)定
3.2未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當(dāng)事人名單、政府采購(gòu)嚴(yán)重違法失信行為記錄名單
（1）根據(jù)財(cái)政部《企業(yè)會(huì)計(jì)準(zhǔn)則第**條關(guān)聯(lián)方披露》規(guī)定，投標(biāo)單位之間構(gòu)成關(guān)聯(lián)方關(guān)系的，則前述投標(biāo)單位只能確定一家單位參加投標(biāo)，否則，一經(jīng)查實(shí)，前述構(gòu)成關(guān)聯(lián)方關(guān)系的投標(biāo)單位中標(biāo)無效；
