簡要規(guī)則描述：本項目擬通過競爭性磋商的方式選擇一家合格的供應(yīng)商，全面加強上鋼新村街道安全生產(chǎn)、消防安全管理工作，提升安全管理工作水平。具體實施內(nèi)容：根據(jù)轄區(qū)企業(yè)類型及相關(guān)職能部門制定的執(zhí)法工作檢查計劃，配備相應(yīng)專業(yè)的檢查人員，明確檢查頻次，配合采購人開展實地安全檢查；定期將檢查情況匯總上報采購人；檢查過程保留文字、影像等資料以備采購人對檢查完成工作的抽查；每半年對被查單位檢查情況進行匯總分析，撰寫檢查分析報告；年度檢查結(jié)束后撰寫風險評估報告等。（具體詳見第三章采購需求書）
Brief Specification Description:This project intends to select a qualified supplier through competitive consultation to comprehensively enhance the safety production and fire safety management work in Shanggang Xincun Sub-district and improve the level of safety management. The specific implementation content: According to the types of enterprises in the jurisdiction and the law enforcement work inspection plans formulated by relevant functional departments, corresponding professional inspection personnel will be assigned, the inspection frequency will be clearly defined, and cooperation with the purchaser to carry out on-site safety inspections will be provided. (For details, please refer to Chapter Three of the Procurement Requirements Document.)

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
3、本項目不允許轉(zhuǎn)包。
(c)Specific qualification requirements for this program:1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (www.creditchina.gov.cn) and China Government Procurement Network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
